The Parallel Audit of Implementation of the Agreement on Transboundary Water Issues Signed by the Government of the Slovak Republic and the Government of Ukraine

Proceeding from the importance of the development of the Slovak-Ukrainian cooperation on the transboundary water issues and in accordance with the Agreement of cooperation signed by the Supreme Audit Office of the Slovak Republic and the Accounting Chamber of Ukraine on June 29, 2005 in Bratislava, the SAIs of the Slovak Republic and Ukraine carried out the Parallel Audit of Implementation of the Agreement on Transboundary Water Issues signed by the Government of the Slovak Republic and the Government of Ukraine.

The purpose of the audit was to verify and assess:

− implementation of the Agreement on Transboundary Water Issues signed by the Governments of the Slovak Republic and Ukraine;

 adherence to the Convention on the Protection and Use of Transboundary Watercourses and International Lakes;

 utilization of financial means of the State Budget allotted in 20042005 for implementation of the water management measures in the area of the Slovak-Ukrainian border with regard to its economy, effectiveness and efficiency.

The issues of parallel audit were considered by the Supreme Audit Office of the Slovak Republic in the national Audit Report on the Protection and Utilization of Transboundary Waters in the area of the Slovak  Ukrainian Border with Regard to the Economical, Effective and Efficient Utilization of Financial Means Obtained from the State Budget.

The Accounting Chamber of Ukraine considered this theme in the national Report on the Audit of Implementation of the Agreement on Transboundary Water Issues signed by the Government of the Slovak Republic and the Government of Ukraine and in the national Report on the Results of Implementation of the Accounting Chamber Board’s Decisions Concerning Execution of the State Program Covering the Complex Flood Protection of the Basin Area of the Tisa River and Flood Control Preparedness of the Upper Tisa Region. Both offices submitted their respective reports to the legislative bodies of their countries.

The Joint Report includes the summary of the findings made on the Slovak and Ukrainian sides, as well as joint conclusions and recommendations concerning the issues of the water management development in the area of Slovak-Ukrainian transboundary waters.
