64th EUROSAI Governing Board Meeting: The Chamber of Accounts presented the work of the Disaster Audit Working Group
The 64th meeting of the Governing Council of the European Organisation of Supreme Audit Institutions (EUROSAI) took place in Stockholm (Kingdom of Sweden) on 17-18 June 2025. The event brought together representatives of SAIs that are members of the EUROSAI Governing Council, as well as observers and invited SAIs from a number of countries, including – Head of the Accounting Chamber Olga Pishchanska.
During the meeting, the participants discussed EUROSAI's achievements over the past year, the results of implementing the organization's strategic goals, as well as the work of working groups in priority areas: professional cooperation, institutional capacity development, general management, communications, relations with other stakeholders, as well as with INTOSAI and its regional organizations.
The Accounting Chamber presented to its colleagues the results of the activities (for the period from May 2024 to May 2025) of the Working Group on the Audit of Funds Allocated for the Prevention and Elimination of the Consequences of Disasters, which the institution has headed since 2020. Among the key achievements of the Working Group over the past year:
- preparation and publication of the Joint Report on the Results of the Parallel Audit of Forest Fire Protection, conducted by the SAIs of Ukraine, Lithuania and Georgia. The audit became an example of effective international coordination, and its recommendations were transmitted to the governments of the three countries;
- release of the first electronic edition of the Working Group — «SAIs United Against Disasters», which includes the best examples of audits in the field of disaster prevention and response;
- updating the database of audits and audit matrices available for review by all interested SAIs;
- and holding the 11th meeting of the Working Group in Rome with the participation of representatives of supreme audit institutions of 11 countries, as well as the European Court of Auditors.
During the presentation, the Head of the Accounting Chamber also outlined the strategic directions of the Working Group's activities until 2027: implementation of innovative technologies in auditing, strengthening the institutional capacity of SAIs, development of interregional knowledge exchange. Among the planned initiatives — annual thematic seminar, preparation of a compendium of audits in the field of civil protection and increased attention to assessing the resilience of critical infrastructure.
The Working Groups on IT Audit, Environmental Audit, Municipal Audit, and the Task Force on Sustainable Development Goals also presented their work during the meeting.
The host of this year's meeting - the National Audit Office of Sweden - held a thematic professional session for the participants of the event on improving the accessibility of audit reports. The SAI of the Czech Republic and the European Court of Auditors presented their practical cases and relevant recommendations during the session. The participants also agreed on the venue for the next meeting of the Governing Board - it will take place in May 2026 in Italy.
On the sidelines of the event, a trilateral working meeting of the Head of the Accounting Chamber with the Auditor General of the United Kingdom Gareth Davis and the Chairman of the Supervisory Board of the INTOSAI Development Initiative (IDI),the Auditor General of the Kingdom of Norway Carl Eirik Schott-Pedersen also took place.
The parties discussed the issue of possible support for the Accounting Chamber by ensuring that the institution properly undergoes an external independent evaluation — Peer Review using the SAI PMF methodology. In accordance with current legislation, the external independent evaluation of the Accounting Chamber must be carried out no later than 2028. Cooperation in this area takes place within the framework of the activities of the EUROSAI Project Group « Support for the Accounting Chamber by EUROSAI», which is chaired by the SAI of the United Kingdom.
* EUROSAI Governing Board – EUROSAI's governing body, operating between Congresses, responsible for overseeing the implementation of the Statute of the organization, approving the budget, and the general functioning and implementation of the decisions of the EUROSAI Congress.
