    Emphasis on improving planning and reducing receivables: the Budget Committee of the Verkhovna Rada considered the conclusions on the analysis of the 2024 State Budget

    The Accounting Chamber proposes that the Government instruct the chief administrators to take measures to prevent the growth of overdue receivables, in particular in the defense sector. This was emphasized by the Head of the Accounting Chamber, Olga Pishchanska, during a meeting of the Verkhovna Rada of Ukraine Committee on Budget on May 13, presenting the institution's conclusions on the results of the analysis of the implementation of the Law of Ukraine "On the State Budget of Ukraine for 2024."

    Olga Pishchanska noted that in general, despite the challenges of martial law, the state budget was implemented, while the auditors identified certain shortcomings and deviations, some of which are systemic. In particular, we are talking about significant amounts of receivables, mostly under the budget programs of the Ministry of Defense of Ukraine. 

    «Since the beginning of 2024, such debt has increased by 100 billion UAH - to 294 billion UAH, and overdue  - by 3 billion UAH, to 55 billion UAH. The main reasons for the occurrence of overdue debts - delays in the provision of services and the performance of works, which, in particular, are related to the consequences of air attacks, - emphasized by Olga Pishchanska.

    In addition, the Head of the Accounting Chamber drew attention to the fact that the plan for revenues from foreign governments, international organizations and donor institutions was exceeded by 6.9 times at the end of the year, which may indicate certain shortcomings in the planning of state budget revenues. Olga Pishchanska also emphasized the need for timely approval of the State Debt Management Strategy for 2026-2028.

    During the meeting, the key indicators of the Report of the Cabinet of Ministers of Ukraine on the implementation of the Law of Ukraine "On the State Budget of Ukraine for 2024" presented by the Minister of Finance Sergiy Marchenko. The official  noted that, implementing the third budget in wartime conditions, the Government  took measures to improve the work of civil infrastructure, maintain macro-financial stability, and ensure financing of all necessary sectors of the economy.

    During the discussion, the people's deputies thanked the Government for its work on implementing the state budget, and the Accounting Chamber – for the analysis and recommendations provided.

    Following the results of the review, the Committee approved a draft resolution in which it recommended that the Verkhovna Rada of Ukraine take note of the Government's report, and also provided the Cabinet with recommendations to analyze the conclusions of the Accounting Chamber and take measures to eliminate the identified shortcomings and prevent violations of budget legislation in the current and subsequent budget periods.

    Let us recall that on May 8, the Subcommittee on State Financial Control and the Activities of the Accounting Chamber of the Verkhovna Rada of Ukraine's Committee on Budget recommended the Committee to approve this draft resolution.
