On June 30, member of the Accounting Chamber Kyrylo Klymenko took part in an online discussion organized by the RRR4U (Resilience, Reconstruction and Relief for Ukraine) consortium. The focus of the event was the presentation of the next issue of the Monitoring of the Implementation of the Conditions of the IMF Program and EU Assistance within the Ukraine Facility, as well as an assessment of the state of implementation of the civil service reform.

Experts were invited to the discussion - representatives of the SIGMA Governance and Management Improvement Support Program, the Center for Political and Legal Reforms, the Center for Economic Strategy, the Institute for Economic Research and Policy Consulting, the Institute for Analytics and Advocacy, and DiXi Group. The experts presented assessments of Ukraine's implementation of its obligations under the IMF's "beacons" and the indicators of the Ukraine Facility plan.
In particular, during the discussion, Kyrylo Klymenko presented the Accounting Chamber's approach to auditing the reform of the remuneration system in the public administration sector. According to him, the reform of civil servant remuneration is the basis for the implementation of all other changes, since the quality of management decisions depends on the motivation and professionalism of employees of state bodies.
«Working for the state is associated with restrictions and additional responsibilities for a citizen. Therefore, in order to attract the best candidates to positions in state bodies, it is necessary to provide sufficient financial motivation. During the audit, we analyze how much the new remuneration system contributes to this goal», — emphasized the member of the Accounting Chamber.
During the audit, a comparative analysis of the salaries accrued to civil servants for two periods is carried out: 2023 - before the introduction of the reform and 2024 - after the first year of its implementation.
In the process of preparing for the audit, the Accounting Chamber specialists familiarized themselves with the best approaches to civil servant remuneration based on SIGMA materials, as well as with the experience of the National Audit Office of the United Kingdom, which previously conducted a control event on a similar topic.
The Head of the SIGMA Program Gregory Virant emphasized the significance of the Audit Chamber audit, noting that its results are of great importance for further monitoring of the reform.
