Audit of the financial and economic activities of the Foreign Intelligence Service of Ukraine: what was revealed
On May 6, the Accounting Chamber adopted a Report on the results of the compliance audit on the topic: «Certain issues of the financial and economic activities of the Foreign Intelligence Service of Ukraine».
The purpose of the audit is to assess the compliance of the activities of the Foreign Intelligence Service of Ukraine (hereinafter - SZRU) with the organization of procurement of goods, works and services for defense purposes and the use of budget funds for the specified purposes with the requirements of regulatory legal acts in the period from 01.01.2019 to 30.09.2024.
In accordance with the requirements of Law of Ukraine «On Intelligence», the audit was conducted by a group of members of the Accounting Chamber consisting of the Deputy Chairman – Serhiy Klyuchka and members of the Accounting Chamber – Hennadiy Plis and Yelizaveta Pushko-Tsybulyak.
The materials of the Report contain information that constitutes a state secret and cannot be made public. At the same time, the Accounting Chamber can report that the audit revealed certain shortcomings and inconsistencies in the processes of concluding and monitoring the implementation of state contracts. The auditors also expressed their observations on the performance of the functions of the construction customer and compliance with the norms of legislation in the field of defense procurement.
At the same time, already during the audit process, the object of control ensured the implementation of recommendations to strengthen internal control in the field of information exchange and communications. The Report also noted certain positive aspects of the financial and economic activities of the object of control.
Based on the results of the audit, the SZRU provided recommendations necessary to eliminate the identified shortcomings.
The report on the audit results will be sent to the Verkhovna Rada of Ukraine and the object of control in compliance with the legislation on state secrets. Also, as an information measure, the report will be sent to the Prosecutor General's Office.
