The Accounting Chamber has completed a compliance audit on the topic of “Ensuring the preservation of the insurance fund of documentation of Ukraine in martial law”. The corresponding Report was adopted at the meeting on July 8.
The materials of the Report contain information that constitutes a state secret, therefore they are not subject to publication. At the same time, the Accounting Chamber considers it important to inform the public about the substantive conclusions of the audit, which concerns one of the key elements of protecting the national interests of the state in wartime.
The control measure covered the period of activity on the storage of the insurance fund of documentation for 2022-2024. The control measures were carried out by a group with the participation of 15 auditors. The member of the Accounting Chamber, Kyrylo Klymenko, is responsible for the audit.
The purpose of the audit — assess how effectively authorized state bodies ensure the storage of the insurance fund of documentation (SFD) under martial law.
The State System of the Insurance Fund of Documentation of Ukraine is an integral part of the national security of Ukraine. The SDF functions to preserve important documents that may be needed in emergency situations, such as natural disasters or military operations, and also stores information about cultural values. Thanks to the SDF, the state has the opportunity to resume the production of the most important types of defense, mobilization and economic products as soon as possible, and to reconstruct important facilities and systems of life support for the population.
According to the results of the audit, it was established that the authorized state bodies in the field of SDF in 2022-2024 did not fully ensure compliance with the requirements of the legislation on the preservation of the insurance fund of documentation.
The auditors examined the organizational and legal principles for ensuring the preservation of the SDF, assessed the risks and carried out the necessary amount of audit procedures, which guaranteed obtaining sufficient evidence to provide such a conclusion.
Following the results of the control measure, the Accounting Chamber formulated recommendations to the Cabinet of Ministers of Ukraine and the objects of control, the immediate implementation of which will improve the situation in the field of the preservation of the insurance fund of documentation. Among other things, the recommendations provided relate to compliance by the objects of control with security and technological requirements in the field of storage of documents of the insurance fund of documentation and improvement of regulatory legal acts in this area.
The report on the audit results will be sent to the Verkhovna Rada of Ukraine, the Cabinet of Ministers of Ukraine, the Ministry of Justice, and the Ukrainian State Archives. Also, for information purposes, the report will be sent to the National Security and Defense Council of Ukraine.
