Effective human resource development: results of Component 5 of the EU4PFM Project
Expert practical support in conducting audits contributes to improving the qualifications of auditors and helps the Accounting Chamber to effectively perform its functions in conditions of limited resources.
This was emphasized by the Head of the Accounting Chamber, Olga Pishchanska, on May 12, reporting on the results of the work of Component 5 "External Audit and Parliamentary Control" of the EU4PFM Project over the past six months.
The first meeting of the Component Steering Committee was attended by the Head of the Department of Public Finance, Business Support and Social Policy of the EU Delegation to Ukraine Henrik Witfelt, the Head of the Component 5 Team of the EU4PFM Project Inguna Sudraba, other experts of the Project and the EU Delegation to Ukraine, as well as specialists of the Accounting Chamber.
Olga Pishchanska thanked the Project for supporting the Accounting Chamber in many areas.
«The Project provided us with significant support in terms of staff evaluation in the process of transferring our specialists to the positions of state auditors. Together with experts, we developed a new approach to staff development, which will be used in the future. Each of our auditors will continue to have a personal development system, will be able to independently assess their own level and improve. Thanks to our joint work with the Project, we see changes in the auditors' perception of the Accounting Chamber reform and their role in auditing in general», – noted Olga Pishchanska.
The Head of the Accounting Chamber also informed those present about the latest achievements in cooperation with the Verkhovna Rada of Ukraine and other donors of the institution.
Inguna Sudraba in turn reported on the Component's plans for the future period of work, including continued expert support in conducting audits, methodological assistance, support in forming an updated personnel management policy, as well as strengthening cooperation with the parliament.
Henrik Witfelt underlined the importance of the reform of the Accounting Chamber and the further implementation of all provisions of the updated legislation, and also noted that they are ready to support the Accounting Chamber in its further reform.

The parties also discussed the vision of further development of cooperation between the Accounting Chamber and the Verkhovna Rada of Ukraine, challenges in implementing certain updated powers of the institution, in particular in the audit of local budgets and extra-budgetary funds, etc.
Following the results of the meeting, the members of the Steering Committee approved the progress report on the implementation of Component 5 of EU4PFM for the period from October 2024 to March 2025.
For reference. The project “Continuation of the Public Finance Management Support Programme in Ukraine” (EU4PFM) includes five components and is valid until December 31, 2025. Component 5 “External Audit and Parliamentary Oversight” was launched in October 2024 to support relevant national institutions in improving accountability by increasing external audit capacity, strengthening the institutional framework for external audit and parliamentary oversight. The project is implemented by the Central Project Management Agency (CPM) of the Republic of Lithuania.
