    Financial effect of over UAH 400 million: how the recommendations of the Accounting Chamber affected the law enforcement and anti-corruption sector

    Investments were made in strengthening the state border protection, separate accounting of assets in occupied territories and in the combat zone was introduced, and accounting of land plots was streamlined. These and other changes were made in response to the recommendations of the Accounting Chamber, provided based on the results of 4 audits in the field of law enforcement and anti-corruption activities. The corresponding Report was approved at a meeting of the Accounting Chamber on July 8. The member of the Accounting Chamber, Yelizaveta Pushko-Tsybulyak, is responsible for the audit.

    The audit examined the implementation of 95 recommendations provided based on the results of control measures carried out in 2024. The criteria for the study were the completeness, timeliness and effectiveness of implementation by the objects of control - law enforcement and anti-corruption bodies -  recommendations of the Accounting Chamber.

    In general, the financial effect of the implementation of the recommendations of the Accounting Chamber by the audited entities reached over 400 million hryvnias, in particular:

    - procurement procedures were carried out, the necessary contracts were signed within the framework of an investment project aimed at strengthening the state border of Ukraine for the amount of 117.5 million hryvnias;

    - separate accounting of assets in temporarily occupied territories and combat zones for 166.1 million hryvnias was introduced;

    - accounting of 40 land plots worth 26.3 million hryvnias was streamlined.

    «The effectiveness of management decisions should be assessed from the point of view of their impact on improving the work of state institutions and providing quality services to the population. I would like to separately note the high level of responsible attitude towards the implementation of the recommendations provided and interaction with the Accounting Chamber of the NACP, NABU, the Prosecutor General's Office and the bodies of the Ministry of Internal Affairs, - noted Yelizaveta Pushko-Tsybulyak.

    Among other things, in accordance with the recommendations of the Accounting Chamber, a draft law was developed to amend the Law of Ukraine “On Political Parties in Ukraine”, a draft Decree of the President of Ukraine, which are in the final stage of adoption. A number of by-laws have also been developed and adopted (6 resolutions of the Cabinet of Ministers of Ukraine and more than 40 other documents of government bodies),the implementation of which made it possible to:

    - improve the procedure for obtaining, declaring and handling firearms;

    - regulate the issues of monitoring and forecasting emergency situations;

    - improve the conditions for the life support of victims and the material and technical support of rescuers;

    - normalize the procedure for the activities of relevant units in emergency situations;

    - improve the conditions for obtaining education by employees and civil servants of the Ministry of Internal Affairs and psychological support for employees of the National Guard.

    At the same time, delays in the implementation of certain recommendations are associated with the lengthy procedure for approving regulatory legal acts, delays in adopting administrative decisions, and insufficient coordination on the part of Government. At the same time, some recommendations already require revision, and 8 of them - have lost their relevance due to changes in legislation or organizational circumstances.

    The report and decisions of the Accounting Chamber will be sent to the Verkhovna Rada of Ukraine and the Cabinet of Ministers of Ukraine, as well as published on the official website of the institution.
