Unity in control: Memorandum signed between the Accounting Chamber and the Audit Council Ukraine Facility
On March 27, 2025, a Memorandum of Cooperation was signed between the Accounting Chamber and the Audit Board of the Ukraine Facility. The document commits the parties to cooperate and support each other by exchanging information, regulatory and methodological documentation, audit reports and other documents on the implementation of the Ukraine Facility. It also includes deepening the dialogue in the field of management and control of public finances, external audit results and exploring opportunities for joint audit activities, evaluation and methodological cooperation.
On behalf of the Accounting Chamber, the Memorandum was signed by the Head Olga Pishchanska, on behalf of the Audit Council of Ukraine Facility – its Head Marek Belka.
The meeting on the occasion of signing the Memorandum was also attended by the Deputy Head of the Accounting Chamber Serhiy Klyuchka, t. v. Secretary of the Accounting Chamber – Chief of Staff Vasyl Nevydomy, representatives of the institution's specialized departments, as well as representatives of the Audit Council and the Ukraine Facility Secretariat, in particular Deputy Chairman of the Audit Council Heis de Vries, Chairman of the Audit Council Secretariat Nils Westphal and other experts.
The Accounting Chamber, by carrying out an independent external audit, is part of the implementation of the Ukraine Facility Plan.
«We are ready to strengthen the exchange of information directly with the Audit Board of the Ukraine Facility and are interested in exchanging data on those audits conducted by the Accounting Chamber and related to projects financed by this program of support to Ukraine from the European Union, or related to the implementation of the reform plan within the framework of the Ukraine Facility Plan», – emphasized Olga Pishchanska before signing the Memorandum.
The Head of the Accounting Chamber is currently on a working trip to Germany, so she thanked her partners for their cooperation online and shared details of individual audits of the Accounting Chamber related to the topics of the Ukraine Facility Plan activities.
During the discussion of areas for cooperation, Marek Belka stressed: The Audit Board seeks to be an advisor and partner for Ukrainian institutions included in the Ukraine Facility Plan. According to him, the main issues on the agenda – are the challenges that the bodies may face during the implementation of the Plan, their cooperation and the role of each in the European integration process.
The meeting participants discussed other issues relevant to the partners from the Audit Council, in particular, measures related to the control of public procurement. Deputy Chairman of the Accounting Chamber Sergiy Klyuchka noted that in this area the Accounting Chamber has the widest range of control tools, as it can check not only the compliance of procurement with the regulatory framework, but also draw conclusions about the effectiveness of these procurements.
The Acting Secretary of the Accounting Chamber – Chief of Staff Vasyl Nevyadomy told his colleagues from the Audit Council in detail about the update of work processes in the Accounting Chamber, international events for the exchange of audit experience, and the results of audits of partner support funds that have already been carried out.
«In total for 2025, we have planned 18 audits related to the topics of the Ukraine Facility Plan. Our work plan includes – four audits of financial reporting on World Bank projects. Last year, we already conducted two audits on such projects. The results of these audits are extremely important, because this support ensures the stability of our state, allows us to continue moving towards European integration», – said Vasyl Nevyadomy.
Let us recall that in January of this year, the Accounting Chamber and the Secretariat of the Audit Council of the Ukraine Facility, which operates in Kyiv, agreed on cooperation.
For reference,Ukraine Facility is a financial assistance program for Ukraine from the European Union. During 2024-2027, 50 billion euros from the EU will be allocated to finance the state budget, stimulate investments and provide technical support in the implementation of this program. The program is implemented in accordance with the Ukraine Facility Plan, which provides for the implementation of reforms that will become the basis for economic recovery and further development, as well as Ukraine's integration into the EU.
According to the Ukraine Facility Regulation, the mission of the Audit Board is to assist the European Commission in assessing the effectiveness of the management and control systems in Ukraine regarding funds provided under the Ukraine Facility, and to prevent improper management of funds.
