    The Verkhovna Rada Committee considered the report on the financial audit of the State Public Fund and the analysis of the report of the Ministry of Economy on public procurement

    On July 23, the Committee of the Verkhovna Rada of Ukraine on Economic Development considered two reports of the Accounting Chamber on the results of:

    financial audit of the State Property Fund of Ukraine;

    analysis of the annual report of the Ministry of Economy of Ukraine, which contains an analysis of the functioning of the public procurement system and generalized information on the results of control in the field of procurement.

    The member of the Accounting Chamber responsible for the above measures Chamber Hennadiy Plis informed the members of the Committee about the facts established during the financial audit of the SPFU of understating the total amount of long-term financial investments and capital in enterprises by almost 16.5 billion hryvnias.

    The member of the Accounting Chamber also noted that the SPFU did not submit to the Ministry of Finance of Ukraine and the Ministry of Economy consolidated financial reporting on 2058 entities that fall under its management. And although the state did not suffer any losses as a result, the Accounting Chamber recommended that the Fund eliminate the identified shortcomings.

    Hennadiy Plis emphasized the importance of implementing the recommendations of the Accounting Chamber, in particular, conducting proper accounting and submitting appropriate consolidated reporting to the ministries.

    By the way, during the audit, the SPFU properly organized the accounting of 226 state-owned entities, increasing its own assets by 16.5 billion hryvnias.

    Ivanna Smachylo, Acting Head of the State Property Fund of Ukraine, noted that the SPFU is also working on improving the accounting of financial investments. Other approaches to the process of forming and submitting consolidated reporting are being considered. The problem of accounting for such investments is comprehensive and requires the attention of all subjects of state administration.

    Regarding the report of the Ministry of Economy, which contains an analysis of the functioning of the public procurement system and generalized information on the results of control in the procurement sector, Hennadiy Plis informed the Committee about the shortcomings and systemic problems identified by the Accounting Chamber, including those that prevent an objective assessment of the functioning of the procurement system in Ukraine.

    «Of the more than 3.3 million procurements conducted in 2024,reported by the Ministry of Economy, only 340 thousand were competitive - 10.3%. It is not normal that open bidding, as the main procedure of competitive procurement, was used only in 11 procurements for 10 million UAH, which is only 0.0003% of the total amount», - noted Hennadiy Plis.

    A member of the Accounting Chamber noted that 90% of procurements were carried out without using an electronic system and outside of competition. And of the above 10% of competitive procurements, about half are procedures for requesting supplier proposals (a tool in the Prozorro Market electronic catalog, by which the customer selects a supplier in the case of purchasing goods and which was considered a non-competitive procedure last year). The rest are open tenders with features that have a significantly simplified procedure and can take place if only 1 participant submits a proposal. Most of the tenders (65%),by the way, took place under such circumstances.

    Hennadiy Plis emphasized that the lack of analytical information on all public procurements in the report of the Ministry of Economy, combined with contradictory data on competitiveness, did not allow the auditors to confirm that the goal of the report was fully achieved.

    Following the results of the meeting, the VRU Committee on Economic Development decided to take note of these reports of the Accounting Chamber and inform the VRU Committee on Budget about their consideration.
