The Verkhovna Rada Committee on Environmental Policy and Nature Management considered the Report on the Audit of the State Emergency Service
On January 22, the Committee of the Verkhovna Rada of Ukraine on Environmental Policy and Nature Management considered the Report of the Accounting Chamber on the results of the audit of the efficiency of the use of funds from the State Budget of Ukraine allocated to the State Emergency Service of Ukraine to ensure the activities of civil defense forces.
The Committee took note of the information of the Accounting Chamber regarding the Report and recommended that the Cabinet of Ministers of Ukraine, the Ministry of Internal Affairs of Ukraine, and the State Emergency Service of Ukraine (SES) fully implement the recommendations provided based on the audit results. The VRU Committee also recommended that the SES notify the Committee about this as the recommendations are implemented.
During the meeting of the Committee, a member of the Accounting Chamber Elizaveta Pushko-Tsybulyak noted that the civil defense forces of the SES system during 2022-2023 ensured the implementation of tasks aimed mainly at eliminating the consequences of the armed aggression of the Russian Federation against Ukraine, in particular, the SES units evacuated and provided psychological assistance to more than 5 million people, and rescued almost 15 thousand people and 148 thousand fires were extinguished. Over UAH 101 billion of state budget funds were allocated to ensure their activities during the specified period (three times more than the amount of expenditures at the beginning of 2022). At the same time, according to a member of the Accounting Chamber, the audit revealed such problems as insufficient staffing of the SES units with employees, fire and special equipment, gaps in social guarantees, regulatory and legal shortcomings, inoperative and ineffective management decisions.
Following the audit results, the Accounting Chamber provided the audited entities with 39 recommendations aimed at eliminating these gaps.
«The Prime Minister has already given relevant instructions to the executive authorities to implement the Accounting Chamber's decision. We have received responses from the Ministry of Internal Affairs and the State Emergency Service regarding the development of an action plan to implement our recommendations. I hope that the audited entities' understanding that in today's conditions it is extremely important to provide civil defense forces with the necessary material and financial resources to perform important tasks to repel Russian aggression will contribute to increasing our defense capability, – noted Yelizaveta Pushko-Tsybulyak.
Present at the meeting, Deputy Head of the State Emergency ServiceOleksiy Migrin confirmed that the service took into account the recommendations provided and determined the necessary measures for their implementation.
