Corruption risks reduced by UAH 6.5 billion: the relevant committee of the Verkhovna Rada considered the report on the audit of the Ministry of Digital Economy

The introduction of digital services in Ukraine has yielded an economic effect of almost UAH 60 billion, and corruption risks have been reduced by UAH 6.5 billion. At the same time,  the digitalization process also has a number of shortcomings –  this was noted by member of the Accounting Chamber Gennady Plis on February 11 during a meeting of the Verkhovna Rada of Ukraine Committee on Digital Transformation.

The Committee considered the Report of the Accounting Chamber on the results of the compliance audit on the topic: «Development of administrative services and their digitalization». 

As part of this audit, the activities of the Ministry of Digital Transformation of Ukraine (hereinafter - the Ministry of Digital Transformation) and the State Enterprise "DIYA" (hereinafter - the Ministry of Digital Transformation) were analyzed for the period 2022-2023 and the first half of 2024. The Accounting Chamber concluded that the Ministry of Digital Transformation complies with all regulatory acts to properly ensure the functioning of the Ministry of Digital Transformation and, despite incomplete funding, has achieved the planned performance indicators.

However, the audit identified a number of shortcomings that need to be eliminated, in particular:

- lack of a unified strategy for the digitalization of public services;

- lack of a methodology for assessing the effectiveness of digital services;

- lack of a unified database of administrative services;

- lack of a unified database of administrative services;

lack of regulation of quality control of digital services.

«All recommendations provided by the Ministry of Digital Economy and the Ministry of Digital Economy have been implemented. They are being implemented in accordance with the action plan approved by the Ministry of Digital Economy order. In response to our recommendations, the Ministry of Economy has removed the irrelevant Register of Administrative Services from its website. The Ministry of Digital Economy, in turn, is taking measures in the field of assessing the quality of digital services. In particular, by February 28, 2025, it is planned to approve the methodology for assessing quality and user satisfaction,» – emphasized Gennady Plis.

The Chairman of the relevant Committee, Mykhailo Kryachko, summing up the discussion, thanked the Accounting Chamber for the work done, and the Ministry of Digital Affairs – for fulfilling  obligations regarding digitalization and quickly eliminating the identified shortcomings.  

The Committee took note of the report and decision of the Accounting Chamber, and also recommended that the Ministry of Digital Affairs ensure the implementation of all tasks stipulated in the action plan for the implementation of the Accounting Chamber's decision within the established deadlines.
