    25 June 2026

On 23 June, a concluding seminar was held to present the results of the mAIDan Ukraine Technical Assistance Fund Programme and its contribution to strengthening external audit and public financial control in Ukraine.

The seminar brought together representatives of Ukrainianpublic authorities and French public institutions, including Gaël Veyssière, Ambassador of France to Ukraine, Alla Basalaieva, Head of the State Audit Service of Ukraine, and Sofiia Oliinyk, Director of Expertise France in Ukraine. The Accounting Chamber of Ukraine was represented by State Auditors Olena Larionova and Nataliia Profatylo.

During the seminar, participants reviewed the results of the mAIDan Ukraine Technical Assistance Fund Programme, implemented by the French public agency Expertise France, and discussed its key achievements and institutional impact on strengthening public financial control in Ukraine. They also exchanged views on the implementation of the ISSAI and ISA auditing standards, the further development of external audit, and the protection of the financial interests of the European Union and Ukraine.

Particular attention was given to identifying priorities for further cooperation, including expert support for a pilot public policy evaluation, the further development of economic analysis in auditing, the enhancement of state-owned enterprise audits, the introduction of artificial intelligence tools into audit work, and the improvement of the legal and regulatory framework governing public financial management.

Summing up the Accounting Chamber’s cooperation with the project, Olena Larionova emphasized the importance of knowledge sharing, particularly in the areas of local government audits, the use of IT tools, and public policy evaluation.

Participants noted that the implementation of the mAIDan Ukraine Technical Assistance Fund Programme has strengthened the institutional capacity of  Ukraine’spublic financial control authorities and laid a solid foundation for the further adoption of European approaches to public sector auditing.

At the conclusion of the seminar, participants were presented with the practical handbook «Protection of the Financial Interests of the European Union and Ukraine», prepared with the support of French experts.
