In response to the recommendations, the Cabinet of Ministers has developed a draft law to improve the legal regulation of mobilization training and mobilization
The Cabinet of Ministers of Ukraine has registered with the Verkhovna Rada of Ukraine the draft law “On Amendments to Certain Articles of the Law of Ukraine “On Mobilization Training and Mobilization”. The proposed changes regulate the powers of the Ministry of Economy of Ukraine in the field of mobilization training.
As stated in the explanatory note to the document, the draft law was developed to implement one of the recommendations of the Accounting Chamber, provided based on the results of the compliance audit on the topic “Activities of the Ministry of Economy of Ukraine to Ensure the Functioning of the National Economy in a Special Period”.
As a reminder, the audit covered the period 2022-2023 and 9 months of 2024 and was aimed at assessing the compliance of the Ministry of Economy's activities with its powers in terms of mobilization preparation and mobilization.
According to the current Law, the Ministry's powers include participation in the development of draft state programs for economic and social development, taking into account mobilization needs, as well as coordination of work on their development. At the same time, the auditors established that such programs are currently not provided for in the system of forecast and program documents for economic and social development, so they proposed updating the provisions of the Law.
The member of the Accounting Chamber responsible for the audit, Gennady Plis, commenting on the adoption of this draft law by the Government, noted that its adoption by the Verkhovna Rada will contribute to the improvement of legal regulation in the field of mobilization training.
Currently, the Accounting Chamber expects the implementation of other recommendations provided based on the results of the aforementioned audit.
