In accordance with the recommendations of the Accounting Chamber, the Cabinet of Ministers adopted the Strategy for the Development of Culture

On March 28, the Cabinet of Ministers of Ukraine approved the Strategy for the Development of Culture for the Period Until 2030 and the Operational Plan for its Implementation for 2025-2027. These measures were taken to implement the recommendations of the Accounting Chamber, provided following the results of the audit in accordance with the provisions of the Ministry of Culture and Information Policy of Ukraine (dated September 13, 2024 – Ministry of Culture and Strategic Communications of Ukraine).

In the Ministry of Culture noted that the updated Strategy is based on the provisions of the Law of Ukraine «On Culture» and is part of the implementation of international obligations within the framework of the Association Agreement with the EU and the Ukraine Facility Plan.

During the aforementioned audit, the Accounting Chamber identified systemic problems and shortcomings in the implementation of the Ministry's management in the field of culture and information policy in 2020-2023, in particular, the Ministry unsystematically and inefficiently used 521.8 million hryvnias for management and management in the field of culture and information policy.

To eliminate the shortcomings identified by the audit, the Accounting Chamber provided the Ministry with relevant recommendations, some of which have already been implemented, namely:

- amendments were made to the Regulation on the Ministry of Culture and Strategic Communications of Ukraine in order to bring it into line with the requirements of the Law of Ukraine "On Culture" in terms of supplementing the powers of the Ministry to monitor, assess and forecast the dynamics of quantitative and qualitative changes in the sphere of culture, the activities of cultural institutions and the assessment of the implementation of state policy in the sphere of culture;

– to ensure the analysis of compliance with the criteria for determining the effectiveness of management of state-owned objects and the assessment of the results of financial and economic activities of business entities under the Ministry's management, an independent structural unit has been established in the Ministry of Culture;

– The Ministry of Culture has obliged enterprises, institutions and organizations belonging to its management to ensure that when entering information into reporting forms submitted to the State Property Fund of Ukraine, it complies with the data of financial reporting.

The Accounting Chamber continues to monitor the implementation of the recommendations provided and will inform the public about its results.
