The National Academy of Sciences of Ukraine implements recommendations to improve the management of budget funds and scientific activities

Preparations have begun for the major renovation of the building of the Presidium of the National Academy of Legal Sciences of Ukraine (NALSU, Academy),approaches to reporting on scientific activities have been changed, and contracts for the performance of fundamental  scientific research have been improved – These are the results of the Academy's implementation of the recommendations of the Accounting Chamber, provided following the results of the audit of the compliance of the use of funds from the State Budget of Ukraine allocated to the National Academy of Sciences of Ukraine in 2021-2023.

The audit revealed a number of problems that complicate the activities of the Academy, in particular:

- lack of national strategic documents;  

- failure to develop mechanisms for the practical application of the results of fundamental scientific research;

- lack of regulation of certain property issues.

Within the framework of implementing the recommendations provided, the Academy  agreed on a number of internal processes and documents, in particular:

– together with the Coordination Council of the National Academy of Legal Sciences of Ukraine, an analysis of the implementation of the Action Plan for the Reform of the National Academy of Legal Sciences of Ukraine was conducted, a decision was made on further actions to ensure coordination and control over its implementation;

– the purpose of budget programs was specified in terms of clarity, reality and accessibility of the goals of state policy in the field of science and scientific and technical activity in the field of legislation and law (the updated passports have already been approved by the Ministry of Finance of Ukraine);

– approaches to the formation of reports on the scientific activities of the subordinate institutions of the Academy, as well as their consideration, were improved, and an internal control system was introduced;

– amendments were made to the terms of the contracts for the implementation of fundamental scientific research concluded with scientific institutions under the jurisdiction of the Academy, in terms of changes to the technical specifications.

Also, in accordance with the recommendations of the Accounting Chamber, the Academy ordered an expert assessment of the calculations for the capital repair of the building of its presidium damaged as a result of the Russian Federation's military aggression. According to the calculations, the total estimated cost of construction will be almost 45 million hryvnias.

In general, out of 10 recommendations provided by the Accounting Chamber, six have been implemented, and the implementation of four has begun. The Accounting Chamber continues to monitor the recommendations and will inform the public about the results.
