At the meeting on February 20, the Accounting Chamber adopted a number of decisions to fulfill the requirements of the Law of Ukraine “On the Accounting Chamber”, which summarize the process of preparation for the formation of a professional audit staff.
In particular, to implement the relevant provision of the Law, a decision was adopted on the maximum number of staff of the Accounting Chamber for 2025-2027, the Regulation on the attribution of positions in the Accounting Chamber’s staff to the positions of state auditors and the structure of the staff and staffing of the Accounting Chamber for 2025.
According to the decision, the maximum number of staff of the Accounting Chamber will be in 2025 - 702 units, in 2026 - 839 units, from 2027 - 989 units. Previously, in accordance with the provisions of the Law, the maximum number of staff of the Accounting Chamber was approved by the Verkhovna Rada of Ukraine Committee on Budget.
During the discussion of the issue at the meeting of the Accounting Chamber, the ChairpersonOlga Pishchanska noted that this is the first time the institution has made this decision taking into account the decision of the Verkhovna Rada of Ukraine Committee on Budget, although this norm has existed since the update of the relevant legislation, i.e. since 2015.

Also, in order to fully fulfill the tasks related to the implementation of the reform, the structure and staffing of the institution were improved.
In the process of determining the new structure and updating the composition of the departments, the scope of the tasks of the Accounting Chamber regarding external audit and the requirements of the standards of the International Organization of Supreme Audit Institutions (INTOSAI) ISSAI 130 "Code of Ethics", ISSAI 140 "Quality Control in SAIs" were taken into account and ISSAI 150 "Auditor Competence".
As for the Regulation on the attribution of positions in the Accounting Chamber to the positions of state auditors approved at the meeting, it determines which employees belong to state auditors and, accordingly, will be excluded from the scope of the Law of Ukraine "On Civil Service". Therefore, in addition to employees of purely audit departments, state auditors will also include specialists who assess the quality of audits, as well as prepare methods and methodologies for implementing control measures, which is an integral part of the audit process.
The process of filling the positions of state auditors in the Accounting Chamber will be carried out according to the results of the appropriate selection. The Accounting Chamber approved the regulatory framework for this at a meeting in January 2025.

Also at the meeting on February 20, the Accounting Chamber approved the appointment of Vasyl Nevyadovy to the position of Deputy Secretary of the Accounting Chamber.
In accordance with the updated legislation, the Secretary and Deputy Secretary are appointed by the Chairman of the Accounting Chamber with the consent of the Accounting Chamber by adopting a corresponding decision at the meeting.
