A meeting of the Temporary Investigative Commission of the Verkhovna Rada of Ukraine on the investigation of possible violations of Ukrainian legislation in the fields of culture, protection of cultural heritage, tourism, physical culture and sports was held in the Verkhovna Rada of Ukraine with the participation of representatives of the Accounting Chamber. The TSC was established by Resolution of the Verkhovna Rada of March 12, 2025 No. 4301-IX, which defines the main tasks as:
1) investigation of possible facts of violation of the legislation of Ukraine in the spheres of culture, protection of cultural heritage, tourism, physical culture and sports;
2) investigation of possible facts of inappropriate or irrational use of funds from state and local budgets aimed at implementing programs and events in the spheres of culture, protection of cultural heritage, tourism, physical culture and sports;
3) investigation of possible facts of inappropriate or irrational use of funds from state and local budgets aimed at maintaining and ensuring the functioning of cultural institutions, cultural heritage sites, sites in the spheres of tourism, physical culture and sports;
4) investigation of possible facts of improper performance by officials of state authorities implementing state policy in the spheres of culture, protection of cultural heritage, tourism, physical culture and sports of their official duties;
5) investigation of appeals from legal entities and individuals, public associations regarding possible violations of the legislation of Ukraine, including offenses related to corruption, in the spheres of culture, protection of cultural heritage, tourism, physical culture and sports.

At the beginning of the meeting, the Chairman of the TSC, People's Deputy of Ukraine Maksym Tkachenko noted that the main goal of the Commission's activities is to restore public trust in public administration in the spheres of culture and sports, which, according to him, affect the national identity and presentation of Ukraine in the world.

The Accounting Chamber was involved in the work of the TSC at the invitation of the Chairman of the Commission. At this meeting, the institution was represented by the Director of the Department of Control (Audit) in the Field of Culture, Scientific Activity, Spiritual and Physical Development, Sergiy Kopylov, and the Head of the Department of Control in the Field of Culture and Information Policy within this Department, Vladimir Kaplin.

Over the past three years, the Accounting Chamber has conducted six audits relating to issues covered by the TSC. Two of these audits were initiated at the request of deputies. Materials on the results of these audits were provided for review by the TSC participants. As for 2025, two control measures are currently being carried out on this topic:
– Compliance audit «State support for cinematography: what does the state pay for?»;
– Financial audit of the Ministry of Youth and Sports of Ukraine.
According to the work plan of the Accounting Chamber, in October of this year it is also planned to begin a financial audit of the State Committee for Television and Radio Broadcasting of Ukraine.
Following the results of the discussion, representatives of the Commission and the Accounting Chamber agreed on further cooperation within the framework of the work of the TSC.
