    The maximum number of staff of the Accounting Chamber has been agreed for three years

    The Budget Committee of the Verkhovna Rada of Ukraine at its meeting on February 4 approved the maximum number of staff of the Accounting Chamber for 2025, 2026 and 2027. The corresponding decision was adopted in order to implement amendments to the Law of Ukraine “On the Accounting Chamber”.

    The Chairman of the Subcommittee on State Financial Control and Activities of the Accounting Chamber of the VRU Committee on Budget Issues Ihor Molotok during the discussion of this issue, stressed that it requires urgent regulation, since the Accounting Chamber's ability to approve the staffing list for the current year and form indicators for the budget declaration for 2026-2028 directly depends on this decision.

    «When preparing the proposal for the maximum number of employees for 2025, the Accounting Chamber was guided, first of all, by the existing staffing level - 702 units. However, due to the need to implement the provisions of the law, namely, regarding the extension of the powers of the Accounting Chamber to local budgets and  the audit of state-owned enterprises, there is a need to increase the staffing level in 2026 to 839 staffing levels, and from 2027 - to 989 units, –   reported   during the meeting, the Head of the Accounting Chamber Olga Pishchanska.

    First Deputy Minister of Finance Denis Ulyutin noted during the discussion that the necessary expenditures are planned in the budget for 2025 to finance the maximum number of staff.

    Following the results of the consideration of this issue, guided by the requirements of Part Four of Article 17 of the Law of Ukraine “On the Accounting Chamber”, the Budget Committee decided: to agree with the proposals of the Accounting Chamber regarding the maximum number of staff of the Accounting Chamber in 2025 - 702 units, in 2026 - 839 units, from 2027 - 989 units.

    The Chairperson of the Committee Roksolana Pidlasa noted that for the first time the Committee performs such a function as approving the number and maximum number of the Accounting Chamber.

    It should be noted that determining the maximum number of personnel makes it possible to begin transferring the relevant personnel to the positions of state auditors, as required by the updated Law.

    The Accounting Chamber adopted the regulatory documents necessary for the assessment of specialists of the Accounting Chamber and their transfer to the positions of state auditors at the meeting on January 30, 2025. In particular, this  decision:

    – On approval of competency profiles for the positions of state auditors: determine the required level of proficiency in such areas as legislation, IT literacy, language literacy, INTOSAI principles and basic standards, audit skills and other specific competencies;

    – On approval of qualification requirements and criteria for professional suitability of state auditors: include requirements for education, language proficiency and work experience of candidates;

    – On approval of the list of documents (certificates) certifying the level of professional knowledge required to occupy the position of state auditor: among them are documents on education, Certificate of Internal Auditor, International Certificate of Internal Auditor SIA (Certified Internal Auditor),Certificate (diploma) of the Association of Certified Public Accountants of Accountants (ACCA) or the American Institute of Certified Public Accountants (AICPA) or the Institute of Chartered Accountants of England and Wales (ICAEW),etc.;

    – On approval of the Procedure for competitive selection for the positions of state auditors: includes the conditions for conducting the competition, and also regulates the process of forming a competition commission;

    – On approval of the Procedure for appointment to the position of state auditors: determines the process of appointment to the position of an auditor who has passed the selection, as well as the conditions under which auditors cannot be appointed (incapacity, conviction for committing an intentional criminal offense, citizenship of another state, etc.).

    – In addition, the procedures for calculating the length of service of employees of the Accounting Chamber of various categories have been approved, which gives the right to monthly surcharge.

    Support in the development of relevant documents was provided by specialists from international technical assistance projects: the project "Continuation of the Public Finance Management Support Program in Ukraine (EU4PFM)" from the EU Delegation to Ukraine and the Project for Strengthening the Capacity of the Accounting Chamber, implemented by the Center for Audit Excellence of the US Government Accountability Office with the support of USAID.
