Strengthening social protection for victims of the Chernobyl accident: The Accounting Chamber participated in the meeting of the TSC of the Verkhovna Rada

On July 18, 2025, an off-site meeting of the Temporary Special Commission of the Verkhovna Rada of Ukraine was held to discuss urgent issues of medical care for citizens affected by the Chernobyl disaster. The meeting was held at the National Scientific Center for Radiation Medicine, Hematology and Oncology of the National Academy of Medical Sciences of Ukraine.

The participants of the event considered the problems of medical care for persons affected by the Chernobyl disaster. The discussion was attended by the First Deputy Chairman of the Verkhovna Rada of Ukraine Oleksandr Kornienko, the Commissioner for Human Rights of the Verkhovna Rada of Ukraine Dmytro Lubinets, the Minister of Health of Ukraine Viktor Lyashko, the First Deputy Minister of Social Policy of Ukraine Daryna Marchak, and people's deputies – members of the TSC, as well as representatives of public organizations.

The Accounting Chamber was represented at the meeting by the Chairperson Olga Pishchanska and specialized auditors.

In her speech, the Chairperson of the Accounting Chamber emphasized that the institution systematically pays attention to the social security of persons affected by the Chernobyl accident. In particular, the relevant  The issues were considered during the audit of the Pension Fund of Ukraine. In addition, in 2021, an analysis of the system of mandatory state pension and social insurance was conducted, within the framework of which the state of social protection of victims of the Chernobyl disaster was analyzed. The auditors identified a number of systemic problems, including insufficient funding for support programs, ineffective compensation and benefits systems, limited access to sanatorium-resort treatment, and inconsistencies in the legislation regarding the determination of the amount of annual cash assistance and the average cost of a voucher.

«Following the results of this control measure, we provided a number of recommendations. The vast majority of them are being implemented, while  key ones – have not yet been implemented. In particular, the Government was recommended to develop a strategy for optimizing state-guaranteed benefits, compensations and assistance to persons affected by the Chernobyl disaster, so that these payments meet the needs, and also to instruct the Ministry of Finance to take measures to ensure sufficient funding for full compensation for damage caused to the property and health of the victims»,- the Head of the Accounting Chamber noted.

The participants of the meeting raised a number of topical issues related to the medical and social security of victims of the Chernobyl disaster. Representatives of the relevant ministries outlined the current situation with the provision of medical and social services, and public organizations focused on specific difficulties that victims face in everyday life: regarding free receipt of medicines and certain medical services, as well as the reorganization of medical institutions that provide assistance to persons exposed to radiation.

The results of the discussion emphasized the need to continue the dialogue between authorities, professional institutions and civil society in order to form an effective state policy in this area.

All the proposals and comments made will be summarized in the appeal of the Temporary Special Commission to the Prime Minister of Ukraine with initiatives to improve the aforementioned social protection system.
