The Accounting Chamber of Ukraine Presented its Practices Regarding Audit Planning and Engagement with Stakeholders at an International Level in Riga
On 18–19 August 2026, a High-Level Forum of Supreme Audit Institutions from the EU Eastern Partnership countries and Uzbekistan Supreme Audit Institutions took place in Riga (Republic of Latvia). Ukraine was represented at the event by Kyrylo Klymenko, a Member of the Accounting Chamber of Ukraine.
The Forum, supported by the State Audit Office of Latvia, was dedicated to the exchange of experience on strengthening the capacity of SAIs and the effective implementation of ISSAI standards. Participants discussed current developments in auditing, risk assessment, approaches to planning control measures, and the interaction of SAIs with parliaments, the public and the media.
During the discussion sessions, Kyrylo Klymenko, in particular, presented the experience of the Accounting Chamber of Ukraine in engaging with the Verkhovna Rada of Ukraine. The discussion centred on improving the extent to which parliament utilises audit findings, their public discussion and strengthening oversight of the implementation of recommendations. Other topics of discussion included the practices of the Accounting Chamber of Ukraine regarding work planning using a risk-based approach, and the use of stakeholder surveys as part of risk assessment.
As part of the forum, a series of joint meetings took place between representatives of the Supreme Audit Institutions of Ukraine, Latvia, Armenia, Moldova and Uzbekistan and Latvia’s senior political leadership: Foreign Minister Baiba Braže, Speaker of the Saeima Daiga Mierina, and the President of the Republic of Latvia, Edgars Rinkēvičs.
During his stay, Kyrylo Klymenko also visited the SAO of Latvia, where he met with Auditor General Edgars Korčagins and the organisation’s staff. Discussions centred on opportunities for further cooperation and best practices in auditing. In particular, representatives of the SAO of Latvia expressed interest in approaches to conducting parliamentary audits.
«It is important for the Accounting Chamber of Ukraine to identify problems and ensure that audit findings have practical application. Sharing experience with colleagues helps to identify effective mechanisms for such cooperation», – noted Kyrylo Klymenko following the trip.
The Accounting Chamber of Ukraine has a long history of cooperation with the State Audit Office of Latvia. Previously, the Auditor General of Latvia, Edgars Korčagins, visited Ukraine as part of a delegation comprising six State Audit Institutions from partner countries. Heads of European Audit Institutions met with staff of the Accounting Chamber of Ukraine, the leadership of the Verkhovna Rada of Ukraine and deputies, and were briefed on the reconstruction of the affected cities in the Kyiv region.
