Challenges of the Functioning of the Public Procurement System Were Discussed in the Relevant Committee of the Verkhovna Rada of Ukraine

Committee on Economic Development of the Verkhovna Rada of Ukraine considered and took note of the Accounting Chamber of Ukraine’s Report on the Results of the Analysis of the Ministry of Economy and Environment of Ukraine’s Annual Report for 2025, which includes the analysis of the public procurement system's functioning.

Olha Pishchanska, Chairwoman of the Accounting Chamber of Ukraine, and Gennadiy Plis, Member of the Accounting Chamber of Ukraine, participated in the meeting.

During the meeting of the Committee, Chairwoman of the Accounting Chamber of Ukraine emphasised that the Ministry of Economy and Environment of Ukraine was responsible for public procurement state policy-making; therefore, its annual report should fully reflect the actual state of play of the country's procurement system, whereas currently it is limited to data on the operation of the Prozorro electronic system.

«Only under such conditions is it possible to objectively assess the level of competition and make reasonable decisions regarding the improvement of legislation», - Olha Pishchanska noted.

For his part, Gennadiy Plis noted that, without complete information, the report did not provide the objective picture of the state of play of procurement system.

Member of the Accounting Chamber of Ukraine drew particular attention to the fact that, according to the Ministry of Economy of Ukraine’s annual report, out of more than 3,5 million procurement procedures conducted in 2025, only 14 were conducted under the open bidding procedure (0,0004% of their total number).

3,1 million procurement procedures, with a total value exceeding UAH 257,8 billion, were carried out without using the Prozorro electronic procurement system. And of the 1,8 million open bidding processes with special features, more than 81% involved only single bidders, which also shows a low level of competition.

«The recommendation provided by the Accounting Chamber of Ukraine over the past two years to minimise the grounds (features) for concluding a procurement contract without the use of open bidding and/or the electronic catalog remains relevant», emphasised Gennadiy Plis, Member of the Accounting Chamber of Ukraine while presenting the audit results.

For her part, Anna Artemenko, Deputy Minister of Economy and Environment of Ukraine, clarified certain approaches to reporting information during the discussion, and reported on the implementation of the Accounting Chamber of Ukraine's recommendation to minimise the grounds for non-competitive procurement; according to her, the relevant amendments to the government resolution should enter into force at the beginning of autumn.

Following its consideration, the Committee on Economic Development of the Verkhovna Rada of Ukraine took note of the Accounting Chamber of Ukraine’s Decision No. 19-3 dated 23 June 2026 on the Consideration of the Report on the Results of the Analysis of the Annual Report Containing the Analysis of the Functioning of the Public Procurement System and Summarised Information on the Results of Oversight in the Procurement Sphere, and also decided to inform the Committee on Budget of the Verkhovna Rada of Ukraine about its consideration.
