Public Procurement: EU4PFM summed up the work of the relevant Component in the first half of the year

The results of the work of Component 2 "Public Procurement" of the EU4PFM project in the first half of 2025, promising areas of activity, the results of the cooperation of the Accounting Chamber with the project - these issues were discussed on July 1 during the fourth meeting of the Supervisory Board of the Component.

The online meeting was attended by the Head of the Accounting Chamber Olga Pishchanska and representatives of the specialized areas, the head of the Component "Public Procurement" EU4PFM Programmes Eriks Mesalis, Head of the Department for Public Finance, Business Support and Social Policy of the EU Delegation to Ukraine Henrik Witfeldt, Manager of the Public Finance Management Sector of the EU Delegation to Ukraine Ekaterina Yakovleva, Deputy Minister of Economy of Ukraine Andriy Telupa, representatives of the Antimonopoly Committee of Ukraine, the State Audit Service of Ukraine and international experts involved in the implementation of the Component.

Henrik Witfelt noted the efforts of Ukrainian institutions to adapt domestic legislation on public procurement and procurement approaches to EU standards, and Olga Pischanska in turn thanked the specialists of the EU Delegation to Ukraine, as well as Component 2 of the EU4PFM Project, for fruitful cooperation and high-quality results, highlighting among the key results of the previous period the holding of thematic online webinars and discussions on the exchange of experience in the field of public procurement auditing.

Regarding the prospects for cooperation with the Project, the Head of the Accounting Chamber noted such measures as conducting targeted training for auditors and broad expert discussions on the implementation of the Accounting Chamber's recommendations provided following audits related to public procurement, etc.

At the same time, Eriks Mesalis noted that the Project plans to direct its efforts in the future also to further improve defense procurement and assist in the development of by-laws in the event of updating the Law of Ukraine “On Public Procurement”.

For reference, Component 2 of the EU4PFM Project provides support to the authorities of Ukraine that, within the limits of their powers, exercise control over the public procurement process: the Ministry of Economy, the Accounting Chamber, the State Audit Service and the Antimonopoly Committee. The Accounting Chamber systematically analyzes the annual reports of the Ministry of Economy on the functioning of the public procurement system, conducts procurement audits both as a separate audit event and as part of compliance audits.
