The Accounting Chamber joined the meeting of the INTOSAI Committee on Capacity Building of Supreme Audit Institutions
On June 5-6, 2025, a meeting of the INTOSAI Capacity Building Committee (CBC)* was held in London, which brings together 60 supreme audit institutions around the world and plays a key role in shaping approaches to strengthening the institutional capacity, independence and effectiveness of SAIs. The event was hosted by the National Audit Office of the United Kingdom.
This year, the work of the Committee was attended by heads of supreme audit institutions of INTOSAI member countries, representatives of international organizations, donor structures, the professional environment and academic institutions.
The Accounting Chamber was represented at the meeting byChairwoman Olga Pishchanska and Acting SecretaryVasyl Nevydomy. The Ukrainian delegation took part in the strategic sessions of the Committee and joined the discussion of topical issues. In particular, during the session dedicated to the issues of institutional independence of supreme audit institutions, Vasyl Nevidomy told his colleagues about improving the legislative regulation of the Accounting Chamber. He informed the participants about the creation of a working group on the basis of the Verkhovna Rada Committee on Budget Issues, which included people's deputies, representatives of professional partner organizations, civil society and the scientific community. According to him, thanks to the synergy between stakeholders, it was possible to develop and adopt balanced legislative changes that secured the maximum possible level of independence of the Accounting Chamber at the moment.
Among other things, the meeting participants also discussed strategies and tactics for promoting and protecting the independence of supreme audit institutions, including through the tools of model audit legislation, legal expertise and access to professional legal support. Participants also exchanged views on the value of regular assessment of SAI performance and shared practical experience in implementing INTOSAI performance measurement tools.
Special attention was focused on the importance of effective human resource management as one of the key factors for SAI development. A number of case studies were presented on supporting the professional growth of auditors with the help of HR departments. Initiatives to support small and vulnerable SAIs were also discussed, including PASAI’s experience in strengthening the capacity of its members regardless of geographical location or level of development.
The participants also learned about the updated approaches to implementing the Operational Plan for Objective 2 of the INTOSAI Strategic Plan, the revision of the SAI PMF assessment methodology, plans for 2026-2028, and the approval of the CBC budget for the next period.
As a reminder, the Accounting Chamber systematically participates in global discussions and initiatives of INTOSAI aimed at building institutional capacity, developing independence and implementing the best international standards of public finance auditing.
*The Capacity Building Committee – is a dedicated committee that advocates for and promotes the development of the capacity of supreme audit institutions within INTOSAI. It consists of 60 members and is chaired by the SAI Committee of South Africa. The CBC promotes coordination and integration of SAIs to develop the capacity of each of them.
In addition to its advisory and monitoring role on capacity development, the CBC has also established several units to support specific aspects of capacity development, including: a subcommittee on joint audits, a subcommittee on external evaluation, and task forces.
