The Accounting Chamber is among the participants of the 18th meeting of the INTOSAI Working Group on Combating Corruption and Money Laundering

The impact of supreme audit institutions on activities to prevent and combat money laundering and terrorist financing, as well as modern audit practices covering these issues, became key topics of the 18th annual meeting of the INTOSAI Working Group on Combating Corruption and Money Laundering (WGFACML).

The event took place on July 2-4 in Warsaw (Republic of Poland) and brought together representatives of supreme audit institutions from 17 countries around the world. Ukraine was represented at the meeting by a member of the Accounting Chamber, Yelizaveta Pushko-Tsybulyak, and the Director of the Department of Control (Audit) in the Field of Law Enforcement and Anti-Corruption Activities, Viktor Podorozhny.

During the event, within the framework of the discussion of the report on the implementation of the WGFACML Plan, draft INTOSAI professional guidelines were presented, and the SAIs of the Republic of Austria, the Arab Republic of Egypt, the French Republic and Mexico presented their work on:

- audits of anti-corruption risk management systems;

- assessment of the implementation of international obligations in accordance with the UN Convention against Corruption;

- audits of national anti-corruption systems and whistleblower protection mechanisms;

- legislative regulation of the interaction of SAIs with other institutions in the field of combating money laundering.

As part of the exchange of best practices,Yelizaveta Pushko-Tsybulyak presented a report on the experience and contribution of the Accounting Chamber in the field of combating corruption and money laundering. In particular,  focused attention on:

- tools used by the Accounting Chamber in the process of conducting audits:

- powers of the Accounting Chamber in the field of external financial control when studying elements of the national system for preventing and countering the legalization (laundering) of proceeds from crime and the financing of terrorism;

- main challenges facing this system;

- modern practices of conducting audits in this area.

The participants of the event paid special attention to the discussion of the draft WGFACML Work Plan for 2026-2028, which provides for the development of new methodological recommendations on anti-corruption audit, including the assessment of national mechanisms for preventing corruption and compliance with international obligations under the UN Convention against Corruption. 

The winners of the research papers within the WGFACML Working Group were also announced during the event, in the evaluation of which, in particular, the Accounting Chamber took part. The first place was taken by representatives of the SAI of the Kingdom of Thailand with the work "Implementation of forensic audits in higher bodies audit». The Chairman of the WGFACML Working Group Mohamed Al-Faisala Yusuf thanked the winners for their excellent work, and the Accounting Chamber, in particular, for the high level of assessment of the competition works.

Elizaveta Pushko-Tsybulyak as part of the working trip also held bilateral meetings with colleagues from SAIs of other countries. Among other things, with the Chairman of the INTOSAI WGFACML Working Group, President of the State Accountability Authority of the Arab Republic of Egypt Mohamed Al-Faisal Youssef we discussed areas and opportunities for future cooperation and exchange of experience between the SAIs of Ukraine and the Arab Republic of Egypt.
