An audit has begun on the reform of the civil servant remuneration system

The reform of civil servant remuneration based on job classification is an international obligation of Ukraine in accordance with the Association Agreement with the European Union.

The Accounting Chamber has launched a compliance audit on the topic of "Reforming the remuneration system in the public administration sector". The audit will cover the period 2023 - the first half of 2025.

During the audit, the auditors will examine the status of the implementation of measures aimed at increasing the competitiveness of civil servant salaries, eliminating disparities in remuneration in state bodies, strengthening the role of fixed and limiting the variable part of remuneration, as the latter often depends on management decisions and is subjective.

The auditors will also assess compliance by state bodies with regulatory legal acts during the implementation of the reform.

Responsible for the audit — member of the Accounting Chamber Kyrylo Klymenko. Specialists of the Department of Control (Audit) in the field of performing state functions and territorial administration of the Accounting Chamber in Kyiv, Kyiv, Zhytomyr, Cherkasy and Chernihiv regions will be involved in the implementation of the control measure. Consideration of the report on the audit results is scheduled for August 2025.
