Quality Management System: The Accounting Chamber has selected audits that will check compliance with standards and methodological documents (COLD review)

The Accounting Chamber will check the quality of seven state external financial control (audit) measures completed in 2024 (COLD review). The corresponding decision, the list of completed audits for 2024 for quality control and the inspection schedule were approved at the meeting on March 19.

The implementation of such an element of the quality management system in the Accounting Chamber is part of the planned steps to implement the International Standards of Supreme Audit Institutions (ISSAI). The main purpose of the COLD review is to assess whether the completed audit was conducted in accordance with professional standards and the main requirements of the policies and procedures established by the Accounting Chamber, which provides confidence in the quality of such audits of the Accounting Chamber. Based on the data received, the Quality Commissioner and members of the Expert Group responsible for this process can also identify issues that require improvement, as well as provide recommendations for improving the quality control system and audit methodology.

The list of audits to be checked includes:

1. Performance audit on the topic of "State financial support for business under martial law."
2. Compliance audit on the topic of "Implementation of measures for the detention of prisoners of war."
3. Compliance audit of the implementation of the project for the procurement of unmanned aircraft systems and state border monitoring means.
4. Financial audit of the prosecutor's office system.
5. Performance audit on the topic of "Stability of the Pension Fund of Ukraine under martial law."
6. Compliance audit of the activities of the Ministry of Culture and Information Policy of Ukraine.
7. Performance audit on the topic of "Territorial communities at war: restoration of social and critical infrastructure".

The Accounting Chamber approved the first COLD review report in October last year. At that time, the quality of the internationally coordinated performance audit on the topic of “Housing for internally displaced persons: facilitating the integration of families in their new place of residence with the support of the Federal Republic of Germany under martial law” and the compliance audit on the topic of “Ensuring the foundations of the functioning of the judiciary” were checked. According to the conclusions of the expert group, these activities were carried out at a high professional and executive level in compliance with the requirements of the International Standards of Supreme Audit Institutions (ISSAI) and regulatory acts.
