The tax debt to the consolidated budget increased by more than UAH 27 billion from the beginning of 2023 to the first half of 2025. At the same time, over 22.6 billion UAH of bad tax debt was written off during this period, which is a significant loss for the budget.
The need to improve tax debt administration is also mentioned in the National Revenue Strategy for 2030.
For reference:The Strategy analyzes the increase in tax debt during martial law and identifies the problems that led to this situation: lack of automation, low effectiveness of forced write-off, outdated document management system, failure to segment debtors, etc.
The Accounting Chamber has launched acompliance audit on the topic of "Tax debt: improving administration". The control measure is planned to cover 2023-2024 and the first half of 2025. Control objects - the central office of the State Tax Service of Ukraine and its nine territorial bodies.
It is expected that the results of the control measure will make it possible to objectively assess the state of tax debt administration and provide recommendations on possible ways to improve the situation. Responsible for the audit - Head of the Accounting Chamber Olga Pischanska.
It should be noted that the previous control measure regarding tax debt administration was carried out by the Accounting Chamber in 2017 and covered the period 2014 - 2016.
