Conducting audits in the field of defense procurement, in particular, regarding the logistics support of the Armed Forces of Ukraine and the procurement of unmanned systems, the use of funds for the construction of fortifications and other defense facilities, audits of special-purpose financial statements, in particular for projects financed by the World Bank, assessment of the provision of education to Ukrainian children abroad, audits of humanitarian demining and restoration of agricultural land, audits of courts, the National Police and other law enforcement agencies - a total of 57 control measures are provided for in the Work Plan of the Accounting Chamber for 2025.
This document has been developed in accordance with the new requirements of the Law of Ukraine "On Amendments to the Law of Ukraine "On the Accounting Chamber" and some other legislative acts of Ukraine" and unlike previous work plans, it covers all the main tasks of the institution: both audit and other activities.
Among these measures, the largest - 22, are compliance audits, the main purpose of which - checking the legality and appropriateness of the use of budget funds. 18 financial audits involve the assessment of financial reporting of such institutions as the Security Service of Ukraine, the Supreme Court, the National Police, and 5 performance (efficiency) audits are aimed at assessing the management decisions of government bodies.
An important innovation of the Plan is that it contains complete information about each task - the name, the basis for implementation, as well as the planned implementation period (and for measures of state external financial control (audit) - the period during which the control measure will be carried out),responsible for the implementation of the tasks.
The plan also covers internal measures, in particular, to improve the quality of the work of the Accounting Chamber, strategic and annual planning of the activities of the Accounting Chamber, organizational and analytical and information work.
As noted by the Head of the Accounting Chamber, Olga Pishchanska: «We have adopted a work plan, which, among other things, reflects our new approaches to state financial control. This year we will focus on analyzing sectors that are of strategic importance for the country during the war and subsequent reconstruction… This plan is a response to the public's request for the openness of the Accounting Chamber and its ability to respond to today's challenges.
