The Verkhovna Rada Committee on Economic Development discussed the results of the analysis of the implementation of the recommendations of the Accounting Chamber based on the results of 22 audits
On June 11, the Verkhovna Rada of Ukraine Committee on Economic Development considered the Report on the results of the analysis of the implementation of the recommendations of the Accounting Chamber in the field of economy, digital transformation, protection of economic competition and management of state property. The member of the Accounting Chamber responsible for the audit is Hennadiy Plis.
As a reminder, the Accounting Chamber analyzed the implementation of 207 recommendations provided based on the results of 22 control measures conducted in 2020-2024. Among the objects of control of these audits: the Ministry of Economy of Ukraine (Ministry of Economy),the Ministry of Digital Transformation of Ukraine (Mintsyfra),the State Enterprise "DIYA", the Antimonopoly Committee of Ukraine (AMCU),the State Property Fund of Ukraine (SPF),the National Commission for State Regulation in the Field of Communications and Informatization, the State Enterprise "Research and Production Agro-Combine "Pushcha-Vodytsia".
The vast majority of the analyzed recommendations concerned the improvement of organizational and administrative functions, as well as regulatory and legal regulation of the activities of the aforementioned bodies. And the results of the analysis showed: 172 recommendations were implemented (83%),35 were not implemented, and two more were not implemented. at the stage of implementation.
«The analysis we conducted demonstrated the importance of the impact of implementing the recommendations. As a result of their implementation, four laws of Ukraine, five decisions of the Cabinet of Ministers of Ukraine and 18 other regulatory documents were adopted»,- emphasized» Hennadiy Plis.
For their part, the heads of the control objects were also informed about the implementation of the recommendations provided. In particular, the Chairman of the AMCU Pavlo Kyrylenko reported that all the auditors' comments and recommendations have already been processed by the agency. And the Deputy Head of the SPFU, Ihor Tymoshenko, focused on the results of the implementation of the recommendations, in particular the adoption of the Law of Ukraine on the optimization of the Fund's activities, the development of a new version of the draft law on valuation activities, as well as improving the procedure for forming data for the Unified Register of State Property Objects.
Currently, the Accounting Chamber continues to monitor the implementation of two more recommendations that remain relevant:
– Ministry of Economy - by the end of 2025, submit a draft amendment to review and minimize the grounds for concluding a procurement contract without the use of open tenders and/or an electronic catalog;
– Ministry of Digital Affairs - after the end of martial law, consider the issue of developing and implementing a sectoral agreement in the field of computer and information technologies.
During the meeting, the practical effect of implementing the recommendations and the possibility of updating the recommendations taking into account the updating of legislation, in particular in the context of European integration, were also discussed.
Following the meeting, the Chairman of the Committee Dmytro Natalukha thanked the Accounting Chamber for the work done. The Committee decided to take the Accounting Chamber's report into account and inform the VRU Committee on Budgetary Issues about its consideration.
In the coming days, the aforementioned Accounting Chamber Report will also be considered by the VRU Committee on Digital Transformation.
