During July 7-10, 2025, a series of working sessions with state auditors of France were held at the Accounting Chamber. The mission, which operates under the auspices of the international technical assistance project "mAIDan Ukraine Technical Assistance Fund" (implemented by the Expertise France agency). The purpose of the event was to familiarize with the specifics of the activities of the Accounting Chamber as the supreme financial control body of Ukraine, in particular, to study its methodologies, approaches to planning and organizing work, as well as interaction with the Verkhovna Rada of Ukraine and stakeholders, and preparation for conducting audits of local budgets. This exchange of experience is useful not only for the Ukrainian side, but also for French partners — in particular, to prepare the technical specifications for the next stages of the project implementation.

The French delegation included: international expert on public financial management Pascal Mounier, presidents of sections of regional audit chambers of France Vincent Sivre and Martine Lone, project manager of «Assistance to the State Audit Service of Ukraine (DASU)» Expertise France agency Virginie Ma-Dupont, Deputy Project Manager Sergiy Zakureny, as well as Expertise France legal expert Natalia Yakymchuk.
Opening the series of meetings, the Head of the Accounting Chamber Olga Pishchanska thanked the French partners for supporting the institutional development and professional potential of the Supreme Audit Institution of Ukraine, emphasizing the value of such partnership.
"We thank the technical assistance project implemented by Expertise France for organizing cooperation with our colleagues from the Court of Auditors. We believe that this meeting is a step towards rapprochement and development of long-term cooperation between the audit institutions of our countries. The Accounting Chamber, in particular, plans to develop the direction of strategic audit and evaluation of public policies, which is particularly effective in areas such as healthcare, digitalization, and climate. In my opinion, this opens up wide opportunities for cooperation,"– emphasized Olga Pishchanska.

During the sessions, the Ukrainian side presented the powers of the Accounting Chamber, its updated organizational structure with a functional division between the areas of audit, legal expertise and analytics, as well as approaches to planning and quality management.
Particular attention was paid to the review of methodologies, the features of conducting audit activities, and monitoring the implementation of recommendations. Also, during a separate session, the French partners were presented with the system of state financial control of Ukraine, with an explanation of the division of powers between the Accounting Chamber and other financial control bodies.

The session dedicated to parliamentary oversight covered the cooperation of the Accounting Chamber with the committees of the Verkhovna Rada, the features of communication with the parliament and the consideration of reports on the results of audits conducted by the Accounting Chamber.

Following the sessions, Deputy Chairman of the Accounting Chamber Serhiy Klyuchka and etc. Mr. Secretary of the Accounting Chamber Vasyl Nevydomy thanked the French colleagues for the constructive and highly professional dialogue. And the head of the international technical assistance project of the Expertise France agency Virginie Ma-Dupont thanked the Ukrainian colleagues for their cooperation and expressed their readiness to continue the exchange of experience, in particular in conducting audits of local budgets. The parties agreed to continue to cooperate within the framework of the international technical assistance project and on professional internships.
