    Taken into account: The Verkhovna Rada considered the results of the audit of the Pension Fund

    The Committee of the Verkhovna Rada of Ukraine on Social Policy and Protection of Veterans' Rights considered the Report of the Accounting Chamber on the results of the efficiency audit on the topic "Stability of the Pension Fund of Ukraine under martial law".

    At the meeting on April 8, the results of the control measure were presented by the Head of the Accounting Chamber, Olga Pishchanska.

    Recall that during the audit, the Accounting Chamber paid special attention to the study of the effectiveness of the mechanism for reimbursement of funds for the payment of pensions under the REASE Project, the main donor of which was the USA. The auditors established that under martial law, the pension system retained its functionality. Pensions were paid on time, in the established amounts and to persons entitled to them.

    At the same time, the measures taken by the Government to ensure the efficiency of spending the PFU budget funds were incomplete. The mandatory physical identification of pension recipients in the territories temporarily occupied by the Russian Federation and in the territories of active hostilities was not standardized. Legislative gaps in the issues of pension provision for military personnel, persons living in  radioactive contamination zones, mountain settlements, and persons with disabilities led to a significant burden on the PFU budget. To eliminate the identified shortcomings, the Accounting Chamber provided a total of 20 recommendations, of which the Ministry of Finance and the Ministry of Health implemented all, and the PFU - five  out of six provided. The rest of the deadline has not yet come (until 01.07.2025).

    The Head of the Accounting Chamber emphasized that:

    «A number of the Accounting Chamber's recommendations were taken into account when adopting the Law of Ukraine "On the State Budget of Ukraine for 2025", in particular The Government was instructed to streamline payments to citizens who received the status of a person working, living or studying in a mountainous settlement, although the relevant recommendation was not supported by the Ministry of Communities and Territories. We are keeping this issue under control and hope that the instruction will be fulfilled. The Government was also instructed to develop a draft law on establishing unified approaches to pension recalculation», – noted Olga Pishchanska.

    The Chairperson of the Verkhovna Rada Committee on Social Policy and Protection of Veterans' Rights Galyna Tretyakova thanked the Accounting Chamber for the audit, noting that this was the first such control measure in the entire history of the Pension Fund of Ukraine.

    During the meeting, in particular, the Director General of the Directorate for the Development of Social Insurance and Pension Provision of the Ministry of Social Policy of Ukraine Valentina Kudin stressed that her department is currently cooperating with international experts in the process of preparing legislative proposals to revise the terms of special pension programs.

    Also, the Chairman of the Board of the Pension Fund of Ukraine Yevgeny Kapinus reported that within the framework of implementing the recommendations of the Accounting Chamber, the identification of persons residing in the occupied territories and abroad has been introduced, the information exchange system between the Pension Fund and the Ministry of Finance has been improved, and control over payments to persons residing in areas of radioactive contamination has been strengthened.

    Following the discussion, the Committee reviewed and took note of the materials of the Report.
