Providing housing for young people: a profile bill was adopted in the first reading
The legislative framework for state housing policy and the improvement of the system for recording applicants for participation in housing programs have begun. These and other changes were made in accordance with the recommendations provided by the Accounting Chamber based on the results of the audit the effectiveness of the use of budget funds for the formation and implementation of state housing policy in terms of providing youth with housing.
It should be noted that the audit established: state housing policy in Ukraine is fragmented, and the lack of coordination and a unified approach to this issue complicates the solution to the housing problem as a whole, in particular for youth.
Within the framework of the implementation of the State Program for Providing Youth with Housing for 2013-2026 (through The state specialized financial institution "State Fund for the Promotion of Youth Housing Construction", the Fund) in 2020-2023. only a quarter of the planned loans were issued, and the ratio of the number of people wishing to receive loans to the number of loans issued is critically low. Deficiencies in regulatory and legal regulation and facts of delays in the implementation of certain stages of lending by responsible bodies were also identified.
Taking into account the recommendations provided by the Accounting Chamber, on July 16, 2025, the Verkhovna Rada of Ukraine adopted as a basis the draft Law of Ukraine "On the Basic Principles of Housing Policy", which provides for the creation, in particular, of a strategic framework for housing policy. Currently, the document is being finalized for the second reading in the relevant Committee of the Verkhovna Rada. The adoption of the draft law will also contribute to the implementation of other recommendations of the Accounting Chamber: the introduction of a mechanism for monitoring and evaluating the implementation of the state housing policy strategy, in particular, regarding the issue of providing housing for young people.
Also, in accordance with the recommendations of the auditors, the State Specialized Financial Institution "State Fund for Promoting Youth Housing Construction":
– updated the regulations on maintaining open electronic registers of candidates for participation in the housing program for providing youth with housing and the procedure for granting preferential loans, which made it possible to ensure data updating;
– established a single deadline for submitting applications for a loan;
– developed and approved a new form of additional agreement between banks and recipients of partial compensation for loans, which clearly defined the grounds for terminating compensation in the event of the borrower's failure to fulfill obligations under the loan agreement;
– agreed on the form of an additional agreement on cooperation between the Fund and banks, which provides for clear deadlines for submitting information about borrowers and changes in agreements;
– strengthened internal control measures over the submission by banks of borrower registers on the amount of loan repayment and interest payment (the corresponding technological map was approved);
– together with the Ministry of Development, participated in the development of a draft government resolution that provides for the introduction of a single unified form for submitting information on the progress of implementing the tasks and measures of the State Program for Providing Youth with Housing for 2013-2016.
In general, the objects of control implemented three of the 12 recommendations provided by the Accounting Chamber and began implementing eight more.
Monitoring and control over the implementation of the recommendations is ongoing. The Accounting Chamber will inform the public about its results.
