Strengthening partnerships and joint audits - priorities of international cooperation of the Accounting Chamber for 2025

Deepening cooperation with partners, international audits, and attracting technical assistance are among the main priorities of the Accounting Chamber's international cooperation for 2025. The corresponding decision was made at the meeting on May 6.

The identified priorities are focused on supporting Ukraine's European integration course, strengthening the state financial control system, and implementing international audit standards into national practice.

The implementation of the Priorities of International Cooperation will also contribute to achieving the goals set in the Development Strategy of the Accounting Chamber for 2025-2029.

Therefore, among the key areas of the Accounting Chamber's international activities in 2025:

1) Continuation and intensification of participation in the activities of international professional organizations – International Organization of Supreme Audit Institutions (INTOSAI) and European Organization of Supreme Audit Institutions (EUROSAI).

In particular, the Chamber of Accounts will continue to chair the EUROSAI Working Group on Auditing Funds Allocated for Disaster Prevention and Mitigation (EUROSAI WGAFADC),and will also cooperate with partners within the EUROSAI Project Group “Technical Support to the Chamber of Accounts by EUROSAI”.

2) Participation in international events that are of great importance for the image of Ukraine: joint meetings of the International Board of Auditors for NATO (IBAN) and the Competent National Audit Institutions for NATO (CNAB; SAIs of NATO member states); international events organized by individual EU member states within the framework of the presidency and on the occasion of their presidency of the Council of the EU, etc.

3) Participation in multilateral formats of regional cooperation of the SAA, including the development of interaction with the regional association "Visegrad Four (V-4) + Group-2".

4) Cooperation with the International Monetary Fund and the World Bank.

5) Activities related to the implementation of measures of the state policy of European integration of Ukraine, which includes participation in bilateral meetings within the framework of the official screening under the negotiating chapter 32 "Financial control", as well as in meetings of the Ukraine - EU Association Committee. Audits in priority areas of reforms identified in the Ukraine Facility Plan will also continue.

6) Continued participation in multilateral international groups of auditors for cross-border, transnational, interregional cooperation programs funded by the EU: joint operational programs of cross-border cooperation of the European Neighborhood Instrument 2014-2020 and Interreg NEXT 2021-2027.

7) Development of bilateral and multilateral cooperation and international audits:

- coordinated audit "Implementation of the right to education of Ukrainian children in schools in European countries" (with the SAIs of Lithuania, Poland, Slovakia and the Czech Republic, as well as with the regional Audit Chamber of the German state of Hesse);

- parallel audit on the topic "Digitalization of education as a modern requirement of the information society" (with the Audit Chamber of the state of Hesse);

- global joint audit of measures to adapt to climate change (jointly with the INTOSAI Working Group on Environmental Auditing and the INTOSAI Development Initiative - IDI).

8) Participation in projects and programs of international technical assistance: Public Finance Management Support Program in Ukraine (EU4PFM),Program "mAIDan Ukraine Technical Assistance Fund", SIGMA. Resumption of dialogue with SIDA and GIZ.

9) Carrying out work to promote the SAI of Ukraine as a competitive candidate for the functions of external auditor of international organizations of which Ukraine is a full member;

10) Development of communication and initiation of cooperation with foreign and international stakeholders.
