The Steering Committee of the Project “Strengthening Capacities in External Audit in Line with International Standards (EU4ACU)” was held in the Accounting Chamber. Andrii Maisner, Acting Chairman of the Accounting Chamber; Asier Santillán Luzuriaga, Head of Operations Section 1 “Good Governance and Rule of Law” of the EU Delegation to Ukraine; Jenni Lundmark, Sector Manager – Public Finance Management, Budget Support & Statistics of the EU Delegation to Ukraine; Inguna Sudraba, Team Leader of the Project “Strengthening Capacities in External Audit in Line with International Standards (EU4ACU)”; Mykhailo Tolstanov, Director of the International Cooperation Department of the Accounting Chamber took part in the meeting.
Opening the meeting, Acting Chairman of the Accounting Chamber noted: “Now Ukraine is on the way to full membership in the European Union and we are honored to have such cooperation with European partners. Through their support, the Accounting Chamber crossed the Rubicon. We approved an updated methodological guide based on the International Standards of Supreme Audit Institutions (ISSAI) and finally work according to it.”
Andrii Maisner expressed his gratitude to the EU Delegation to Ukraine for the continuation and funding of the Project, to Inguna Sudraba for her professionalism and ability to organize the work of experts, and to DAI Human Dynamics partners as well.
In turn, Mr. Santillán Luzuriaga thanked the team of the Accounting Chamber for their work and achievements obtained in difficult conditions, in particular, he supported the approval of the Manual on ensuring the functioning of the quality management system and called it a step of crucial importance since cooperation. He also noted that the Accounting Chamber would be playing a significant role in control over the proper use of public funds for Ukraine reconstruction.
“The recovery of the Ukrainian economy envisages many challenges, therefore the principled position of the Accounting Chamber and its effective work will become of fundamental importance,” the EU representative stressed.
The participants of the meeting also discussed the challenges for the Supreme Audit Institution of Ukraine on its way of transformation.
“We, as auditors, have to form a new road map, looking through the prism of existing risks. I have convinced that taking them into account, we will be able to gain all the set common goals step by step,” the Acting Chairman said.
EU representatives stressed that the competitive selection procedure for members of the Accounting Chamber, which is currently being improved, should be transparent and comply with international conventions and ISSAI, as well as take into account the reform changes that are currently awaiting consolidated processing and adoption by the Verkhovna Rada of Ukraine. Jenni Lundmark noted that the EU Delegation is closely monitoring this and will do its utmost to facilitate the rapid modernisation of the audit institution.
Inguna Sudraba summarized the activities of the Project for the period from 28 March 2023 to 27 September 2023 mentioning a number of events and steps. She expressed her belief that the Accounting Chamber would continue to implement the recommendations of European experts to improve its efficiency and expressed her readiness to assist in this process.
Finally, Mr. Santillán Luzuriaga added that the transformation of the Accounting Chamber into an independent and strong institution should continue not only within the Project, but also at the level of all processes.
Andrii Maisner thanked the Project team for their fruitful cooperation and comprehensive support, which covered even more aspects than previously determined and expressed confidence in achieving all the goals.
