Valeriy Patskan: Public funds should be spent efficiently, transparently, in the interests of the state and every citizen

Our goal is that public funds should be spent efficiently, transparently, in the interests of the state and every citizen. This was stated by the Chairman of the Accounting Chamber Valeriy Patskan during the Strategic Dialogue “EU-Ukraine” on the reform of the public finance management system. The meeting was also attended by the Head of the Support Group for Ukraine of the European Commission Peter Wagner, the Head of Cooperation Program of the EU Delegation to Ukraine Stefan Schleuning, the Minister of Finance of Ukraine Oksana Markarova, the Member of the Accounting Chamber Vasyl Nevidomyi.

«It is impossible to change public finance management without our own transformation. And we've already started rebooting of the Accounting Chamber. Last week we publicly presented a report on our activities for the year. We conducted a functional review of the Accounting Chamber regarding its compliance with international standards. The review was performed by an independent expert team – representatives from the National Audit Office of the United Kingdom, with participation of supreme audit institutions of Germany and Poland. The results of this partnership review have become a starting point for us to work out a development strategy of the Accounting Chamber and further modernization. Our goal, using the key recommendations of this review, is to fulfill the obligations of Ukraine in the framework of the Agreement with the EU and implement the best European practices of external public audit», – Valeriy Patskan said.

He noticed that the Accounting Chamber has defined 4 main priorities in its work: new quality of audits, new quality of auditors, integration into the world audit system and openness.

«We want the society to know that the Accounting Chamber is not inspecting any ephemeral money, but their money, the effectiveness of their use. Our goal is to ensure that public funds are spent efficiently, transparently, in the interests of the state and every citizen. And, of course, communication with the EU is very important to us in reforming the system of public funds management. So, we continue our work, in dialogue, for achievement of an appropriate level of public funds management in Ukraine», – the Chairman of the Accounting Chamber stressed.

In turn, Vasyl Nevidomyi presented the participants with a brief report on the results of activities of the Accounting Chamber on the implementation of the Strategy for the reform of public funds management system in the sphere of public external financial control (audit).
