The Verkhovna Rada apparatus, in accordance with the recommendations of the Accounting Chamber, has begun streamlining property management

The Verkhovna Rada of Ukraine has taken measures to improve the efficiency of management of state property. In particular, property rights to 19 real estate properties have been registered, and the Rada TV channel has ensured that the results of the annual inventory are accurately reflected in accounting. These and other steps are being implemented in order to implement recommendations of the Accounting Chamber, provided based on the results of the efficiency audit of the management of state-owned properties that have financial implications for the state budget, and the implementation of public procurement by the bodies ensuring the activities of the Verkhovna Rada of Ukraine.

According to the audit data, as of the beginning of 2024, there were 16 enterprises and institutions in the field of Management of the Affairs of the VRU Apparatus, on the balance of which, in turn, 1,138 real estate properties with a total value of 2.6 billion hryvnias were recorded.

There were It was established, in particular, that the Verkhovna Rada of Ukraine has not determined the procedure for managing property that ensures its activities. Some of the real estate is used without title documents, and some are not included in the Unified Register of State Property Objects. The right of permanent use has not been issued for certain land plots. This has an impact on the efficiency of state property management.

According to the results of this audit, 14 recommendations were provided (eight to the control objects, the rest to the Verkhovna Rada of Ukraine, the Government and the Kyiv City Council). The implementation of eight of them has already begun. In particular:

- The Administration of the VRU Apparatus conducted an inventory of state property objects, approved a plan of measures for the state registration of property rights to real estate of the recreation center "Koncha-Zaspa" and plans of measures for the registration of title documents for the right of permanent use of land plots. Property rights to certain real estate have already been registered, and documents for registration of other objects are being prepared.

- The issue of the use of certain real estate by subordinate enterprises and institutions is also being regulated, and obsolete property has been written off.

- In addition, the VRU Administration initiated before the Parliament the issue of recognizing obsolete regulatory acts regulating the procedure for providing official housing to people's deputies of Ukraine as invalid, and also appealed to the Cabinet of Ministers to amend the List of categories of employees who may be provided with official housing.

- The Government instructed the heads of the Ministry of Economy, the Ministry of Social Security, and the Ministry of Development to take appropriate measures to implement the recommendations. These central executive authorities provided the Accounting Chamber with information on planned measures.

The remaining six recommendations remain unimplemented, therefore the Accounting Chamber continues to monitor the recommendations provided and will inform the public about the status of their implementation.
