Innovations in auditing were discussed by participants of the XI Meeting of the EUROSAI Working Group on Disaster Prevention and Mitigation
The most effective and promising digital solutions for conducting audits related to disaster prevention and mitigation were discussed on May 21 during the second day of the 11th meeting of the EUROSAI Working Group on Auditing Funds Allocated for Disaster Prevention and Mitigation.
The meeting took place in Rome (Italian Republic) and brought together representatives of SAIs from 12 European countries. It was organized by the Accounting Chamber of Ukraine together with the Supreme Audit Institution of the Italian Republic (Corte dei conti).
Opening the event, the Deputy Chairman of the Accounting Chamber, Sergiy Klyuchka, noted the special value of the dialogue between auditors and representatives of government bodies and experts in implementing common goals and developing improved approaches to conducting audits and wider practical application of the obtained results.
The participants of the meeting presented their own experience in implementing innovative solutions in auditing. In particular, auditor Iryna Yurshevska presented innovative approaches in audits in the field of disaster prevention, focusing on achieving EUROSAI's strategic goals. Auditor Dmytro Lyvkivskyi also told his colleagues about the research into the prospects for using artificial intelligence in audits: automation of processing large volumes of data, use of AI at the audit planning stage, etc.
The digital platform "EcoZagroza" was presented to the participants of the event by the Deputy Minister of Environmental Protection and Natural Resources of Ukraine Serhiy Vlasenko. The application accumulates data on the state of the environment in Ukraine and can be used in the process of audit analysis of emergency situations.
Expert auditors from other SAIs also presented their experience in applying innovations during the event. In particular, colleagues from Estonia noted that a holistic approach to cybersecurity, according to their conclusions, should include a clear organizational policy, precise definition of roles in this system, proper public information, and constant monitoring and control of resilience measures.
During the interactive sessions, participants had the opportunity not only to share their own experiences, but also to test modern approaches to conducting audits in crisis conditions. Also, in the survey format, the most common digital tools used by auditors in different countries were identified. The final highlight was a practical workshop, during which members of the Working Group developed disaster audit strategies using digital solutions — this contributed to strengthening team interaction and skills in extreme situations.
Summing up the two-day event, the Head of the International Affairs Department of the Italian SAI Mauro Orefice thanked his colleagues from the Accounting Chamber for their cooperation, and the Deputy Head of the Accounting Chamber Sergiy Klyuchka expressed gratitude to all participants for their active participation in the discussions and hopes for further fruitful activities of the Working Group.
Sergiy Klyuchka suggested considering the possibility of holding the next meeting of the Working Group in May 2026 in Ukraine. He also announced the launch of a thematic seminar dedicated to the International Day for Disaster Risk Reduction, which is celebrated on October 13.
As a reminder, on May 20, during the first day of the XI Meeting of the EUROSAI Working Group on Disaster Prevention and Mitigation, its participants shared their experience in conducting audits in the areas of civil protection and disaster response.
* The EUROSAI Working Group on the Audit of Funds Allocated for Disaster Prevention and Mitigation was established in 2014 at the initiative of the Accounting Chamber. The Working Group brings together 17 supreme audit institutions. Its goal is to strengthen the capacity of states in the field of auditing funds aimed at combating the consequences of disasters, as well as popularize innovative approaches to public finance control.
