    Monitoring of the Ukrainian-Polish border: drones were purchased thanks to the implementation of the recommendations of the Accounting Chamber

    In order to implement the recommendations of the Accounting Chamber, provided based on the results of the audit of the project for the procurement of unmanned aircraft systems and means of monitoring the state border, the Government has issued relevant instructions to normalize the process of implementing projects at the expense of international partners (in particular, regarding the procurement of drones and means for monitoring the state border),and the Administration of the State Border Guard Service has also conducted an analysis of the needs of its units in drones.  

    For information. In order to strengthen the protection of the Ukrainian-Polish border, the Government of Poland in 2023 provided Ukraine with a loan for a total amount of 7 million euros, for which the parties concluded a corresponding agreement. Subsequently, an investment project was approved, with the Administration of the State Border Guard Service of Ukraine designated as the responsible executor. However, no tenders were held during the implementation of this project, as their successful implementation was hindered by inadequate regulatory and legal support for the project implementation process and organizational inconsistencies. The Accounting Chamber provided the audited entities with recommendations to eliminate obstacles.

    In accordance with the recommendations, amendments were made to the Protocol concluded between the Government of Ukraine and the Government of the Republic of Poland that eliminate obstacles to making payments under the project, and the parties signed an additional agreement.

    The State Border Service, in turn, determined a reasonable number of unmanned aircraft systems and state border monitoring equipment that need to be purchased, and procurement procedures were also carried out. Currently, contracts have been concluded with the winners of one of the tenders - Polish suppliers of monitoring equipment. The tender procedures for the acquisition of unmanned aerial systems have been successfully completed, and the agreement is expected to be approved by the Polish side.

    The Accounting Chamber continues to monitor the implementation of the recommendations of this audit, as seven recommendations are still in the process of being implemented.
