    Reliable partnership and community support. The role of the Accounting Chamber in the financial stability of regions was discussed in Kyiv

    The expansion of the powers of the Accounting Chamber in terms of control over the receipt and use of local budget funds aims to form a reliable partnership with communities to ensure transparency and efficiency in the management of financial resources.

    This was emphasized by the Deputy Chairman of the Accounting Chamber, Serhiy Klyuchka, on March 28 during a round table on the topic of «Effective administration of local taxes: a guarantee of financial sustainability of communities and accessibility of tax services»*.

    The event was also attended by specialized specialists of the Accounting Chamber, representatives of the Ministry of Finance of Ukraine, the Ministry of Development of Communities and Territories of Ukraine, the Ministry of Digital Transformation, the State Tax Service of Ukraine, the Secretariat of the Cabinet of Ministers of Ukraine, as well as specialized committees of the Verkhovna Rada of Ukraine. Communities from Lviv, Dnipropetrovsk and Kharkiv regions presented their experiences.

    Sergiy Klyuchka during his speech, in particular, informed those present about the features of the new powers of the Accounting Chamber, emphasizing that future audits of local budgets will be aimed primarily at identifying and preventing possible problems and providing constructive recommendations.

    The roundtable participants also discussed:

    – proposals for granting additional powers/functions to local government bodies in terms of administering local taxes and fees;

    – ways to increase local government own revenues;

    – experience and best practices in increasing local budget revenues, etc.

    The proposals developed during the round table may become the basis for further legislative changes aimed at increasing the efficiency of local tax administration and the financial capacity of communities, its organizers emphasized after the event.

    As a reminder, on February 18, a working meeting of the leadership of the Accounting Chamber with representatives of the All-Ukrainian Association of United Territorial Communities took place.
