On implementation of the recommendations of the Accounting Chamber, provided following the results of the compliance audit on the topic «Blood to save life. Organization of state management of blood supplies», the Specialized State Institution «Ukrainian Transplant Coordination Center» (Center),the Cabinet of Ministers of Ukraine and the Ministry of Health of Ukraine (MOH) are taking measures to strengthen the resilience of the blood system, as well as to improve the safety and quality of donor blood and components.
The report contains information with limited access, so the Accounting Chamber cannot report all the problematic issues and conclusions identified in it.
Let us recall that within the audit limits the Accounting Chamber confirmed the ability of the blood system to adapt to modern challenges and to provide, in particular, wartime needs. However, the audit revealed certain shortcomings in the blood system management processes, in particular, not all necessary by-laws were developed and adopted for the full implementation of the Law “On the Safety and Quality of Donated Blood and Blood Components”, which hindered its high-quality application.
To eliminate the identified shortcomings, the Accounting Chamber provided29 recommendations. To implement them:
– The Cabinet of Ministers of Ukraine expanded the powers of the Ministry of Health of Ukraine in the field of blood donation and blood components, the functioning of the blood system;
– The State Service for Medicines and Drug Control is obliged to submit to the Ministry of Health information on compliance with the requirements for the safety and quality of donated blood and components by blood centers and health care institutions providing transfusion services;
– The Center began to form annual volumes of mandatory provision of the healthcare system's needs in donor blood and its components;
– The Center also provided daily monitoring of blood component stocks through the MedData system and put into trial operation the national IT system "eBlood", which will, in particular, keep track of blood (will be fully operational from September 1, 2025);
– training was provided for employees of regional blood centers on working under the updated Licensing Conditions in the field of blood procurement.
The Accounting Chamber continues to monitor and analyze the implementation of the recommendations provided to the objects of control and will inform the public about its results.
