The Accounting Chamber will cooperate with the Secretariat of the Audit Council Ukraine Facility

The Accounting Chamber, within its powers, will provide the Secretariat of the Audit Board of the Ukraine Facility with all the information necessary for the quality work of the partners.

This was discussed during the meeting of the Head of the Secretariat of the Audit Board of the Ukraine Facility Nils Westphal and the Head of the EU project expert team Jan Van Tuinen with the Head of the Accounting Chamber Olga Pishchanska.

The meeting was also attended by the partners: Head of Operations of the Secretariat of the Audit Council of the Ukraine Facility  Yulia Yurchenko, key expert Ruslana Rudnitska, as well as the Acting Secretary of the Accounting Chamber – Chief of Staff Vasyl Nevidomy, heads of departments.

For reference. Ukraine Facility – is a program of financial assistance to Ukraine from the European Union. During 2024-2027, 50 billion euros from the EU will be allocated to finance the state budget, stimulate investments and provide technical support in the implementation of this program. The program is implemented in accordance with the Ukraine Facility Plan. This technical document envisages the implementation of reforms that will lay the foundation for further economic recovery and development, as well as Ukraine's integration into the EU.

With the financial support of the EU, the Secretariat of the Audit Board of the Ukraine Facility started its work in Kyiv in January 2025. The Audit Board itself will operate in Brussels (Belgium). The Secretariat's activities will be aimed at supporting the effective and competent functioning of the Audit Council throughout its mandate.

During the meeting initiated by the partners, they expressed interest in establishing professional cooperation with the Accounting Chamber using the results of its audits and exchanging analytical information. 

Olga Pishchanska noted that the Accounting Chamber is an independent body that works exclusively in the interests of the state, therefore, in its audits, it primarily pays attention to priority areas. At the same time, she noted that in 2024, the Accounting Chamber conducted 22 control measures related to the reforms specified in the Ukraine Facility plan: including efficiency audits related to problems of reforming the network of higher education institutions, the formation and implementation of state housing policy in terms of providing housing for young people and a compliance audit - regarding the organization of state stock management blood.

The Head of the Accounting Chamber also noted that 16 more such control measures are planned for the current year. Among them, according to her, are compliance audits on the topic of "How institutions of the National Academy of Medical Sciences of Ukraine are prepared for the transition to the program of state guarantees of medical care for the population", "Tax debt: improving administration" and "Public debt management". At the same time, Olga Pishchanska noted that an audit on public debt will be conducted for the first time.

The Accounting Chamber is currently in the most active phase of reform, and for over a year the institution has been conducting all its audits in accordance with international standards, which are followed by the leading Supreme Audit Institutions of the world. «So, we will speak the same language, the language of international standards. Of course, we continue to develop the skills and abilities of our auditors. I would like to note that the Accounting Chamber is also assisted in conducting audits by representatives of European and American international projects. Therefore, I am confident in the positive prospects of our cooperation for the sake of common results," emphasized the Head of the Accounting Chamber.

During the meeting, Vasil Nevyody told the partners in detail about the latest audits of the use of international support funds, and the Director of the Department of Legal Support Olena Larionova – about the updated legislative framework for the activities of the Accounting Chamber.

The participants also discussed the possibility of signing a Memorandum of Cooperation and agreed to appoint responsible representatives to organize the relevant area of ​​cooperation.
