    EUROSAI Disaster Management Working Group: Results of Activities in 2024

    The Chamber of Accounts summarized the results of the activities of the EUROSAI Working Group headed by it on audit of funds allocated for the prevention and elimination of the consequences of disasters (hereinafter - the Working Group),for 2024. The report on the work carried out was approved on April 30. Responsible for the direction – Deputy Chairman of the Accounting Chamber Serhiy Klyuchka.

    In 2024, the mandate of the Working Group and the chairmanship of the Accounting Chamber in it was extended for another three years, and the main attention of the participants was focused on initiatives to improve the qualifications of auditors, exchange experience, expand international partnerships and establish cooperation with all stakeholders.

    Among the key results of the Working Group for this year:

    - an international coordinated audit of forest fire protection with the participation of the Supreme Audit Institutions of Ukraine, Lithuania and Georgia was completed;
    - the 10th meeting was held Working Group in Warsaw, during which the results of ten years of activity were summed up and agreements were reached on conducting an international coordinated audit on the topic of "Transboundary Movements of Waste in the Light of the Basel Convention" (audit of implementation of recommendations);
    - prepared a report on the activities of the Working Group for 2021-2024;
    - approved the Strategic Plan of the Working Group for 2024-2027;
    - strengthened international cooperation, in particular by intensifying interaction with the regional organization of supreme audit institutions of Latin America and the Caribbean (OLACEFS) and conducting training events;
    - improved communication and prepared analytical publications for the EUROSAI publication.

    The Strategic Plan of the Working Group for 2024-2027 identifies three priority areas of activity:

    - support for innovative technologies and methodologies in audit activities;
    - strengthening the institutional capacity of SAIs through systematic exchange knowledge among auditors and the development of common audit tools and standards in the field of disasters;    
    - intensifying the exchange of knowledge and experience with key international and regional partners to increase the effectiveness of audit initiatives.

    Thanks to the consolidated efforts of the Working Group members, joint international initiatives and the desire to constantly improve audit approaches, we will continue to work on strengthening the resilience of societies and ensuring effective disaster risk management.

    Based on the results of the analysis of the Working Group's activities, the responsible officials of the Accounting Chamber were recommended to: ensure the implementation of the Working Group's Strategic Plan, develop an operational plan for the Working Group's activities for 2025-2027,  and to improve the coverage of its work.

    The Working Group continues its effective activities in the field of auditing funds allocated for the prevention and elimination of the consequences of disasters, ensuring international cooperation, exchange of experience between auditors and development of common methodological approaches. Its next annual meeting will be held on 20-21 May 2025 in Rome, Italy. The topic of the meeting: «Together against disasters: from preparedness to innovation». The program includes: a plenary session «Preparing critical infrastructure for emergencies: auditing civil protection measures» and the seminar "Innovative approaches and digital solutions in the audit of disaster prevention and mitigation"

    The EUROSAI Working Group on the Audit of Funds Allocated for Disaster Prevention and Mitigation was established in 2014 in accordance with the resolution of the IX EUROSAI Congress and consists of 17 participants. The group is chaired by the Accounting Chamber throughout the period.
