The Cabinet of Ministers of Ukraine has allowed employees of the Verkhovna Rada of Ukraine to receive official housing while performing their duties. The Government adopted the relevant decision in implementation of the recommendations of the Accounting Chamber, provided based on the audit results of the efficiency of management of state-owned objects that have financial implications for the state budget, and the implementation of public procurement by the bodies that ensure the activities of the Verkhovna Rada during 2020-2023. The audit is led by a member of the Accounting Chamber, Kyrylo Klymenko.
During the audit, the Accounting Chamber identified a number of shortcomings in the management of the property of the Apparatus. In particular, it was established that the issue of official apartments, which were previously provided for use by people's deputies of Ukraine for the term of their powers, is not regulated. Since March 2014, the norm on providing apartments to deputies was canceled, but it was impossible to use this housing for other purposes. The costs of its maintenance in the amount of UAH 0.5 million (during 2019-2023) were compensated at the expense of the state enterprise of the Apparatus, which accordingly reduced the budget's tax revenues.
The Accounting Chamber recommended taking measures for the effective use of this real estate and saving state funds.
In order to implement these recommendations, the Government adopted the Resolution "On Amendments to the List of Categories of Employees Who May Be Provided with Official Residential Premises", supplementing the List with employees of the Apparatus of the Verkhovna Rada and employees of state enterprises and institutions that fall under its management.
By the way, as stated in the explanatory note to the Resolution, the housing of 15 employees of the VRU Office was damaged or destroyed as a result of hostilities.
In total, based on the results of this audit, the Accounting Chamber provided 14 recommendations, the implementation of eight of which has already begun. The remaining six recommendations remain unimplemented. Therefore, the Accounting Chamber continues to monitor them and will inform the public about the status of implementation.
