Following the recommendations of the Accounting Chamber, provided based on the results of the audit of the effectiveness of the use of budget funds provided to the Ministry of Development of Communities, Territories and Infrastructure of Ukraine (from September 2024 the Ministry of Development of Communities and Territories of Ukraine, hereinafter referred to as the Ministry of Development) for the formation and implementation of the state housing policy in terms of providing youth with housing, the Cabinet of Ministers of Ukraine has begun the reform of the state housing policy, and the Ministry of Development is developing the State housing policy strategy.
The auditors, while checking the activities of these departments for the period 2020-2023, identified systemic problems, including: failure to develop and approve strategic documents in the field of youth housing policy and indicators of their implementation, fragmented implementation of housing programs, a non-systematic approach to determining the housing needs of youth and, accordingly, the ineffectiveness of the State Program for Providing Youth with Housing for 2013-2026. The Accounting Chamber provided the audited entities with a number of recommendations to resolve the situation.
In order to implement the recommendations, the Government initiated the submission of the draft Law «On the Basic Principles of State Housing Policy» for consideration by the Verkhovna Rada of Ukraine. The document provides for the creation of a strategic framework for housing policy, the introduction of a system for monitoring its implementation and the adoption of the State Housing Policy Strategy.
The Ministry of Development, in turn:
- creates an interdepartmental working group to develop the State Housing Policy Strategy;
- prepares amendments to government resolutions regulating the procedure for financing housing programs;
- jointly with the State Fund for Promoting Youth Housing (State Youth Housing),works on updating mechanisms for supporting youth.
The State Youth Housing also:
- standardized the deadlines for submitting documents for preferential loans;
- developed amendments to agreements with borrowers and banks to strengthen control over the provision of compensation;
- strengthened internal control over banks' compliance with the deadlines for submitting borrower registers with loan repayment amounts, etc.
In general, the implementation of 10 out of 12 recommendations of the Accounting Chamber is underway. Two more will be implemented after the adoption of the draft law "On the Basic Principles of State Housing Policy".
The Accounting Chamber continues to monitor the implementation of the recommendations provided and will inform the public about the status of their implementation.
