VALERY PATSKAN HAS PRESENTED TO AMBASSADORS THE ACCOUNTING CHAMBER`S INITIATIVE ON ESTABLISHMENT OF THE INTOSAI TASK FORCE ON THE AUDIT OF ASSESSMENT OF DAMAGE CAUSED BY THE MILITARY CONFLICT IN THE EAST OF UKRAINE AND THE ANNEXED CRIMEA

The Accounting Chamber wants to contribute to the honest and efficient calculation of losses caused by the military conflict in the East and the annexation of the Crimea. And, within the framework of the International Organization of Supreme Audit Institutions (INTOSAI), it proposes the creation of a Special Task Force on the audit of assessment of damage and losses caused by the military conflict and the use of resources for the elimination of the consequences of military conflicts. This was stated by the Chairman of the Accounting Chamber Valeriy Patskan during the meeting with Ambassadors of foreign states accredited in Ukraine, while presenting the initiative of the Accounting Chamber, which was supported by the Ministry of Foreign Affairs of Ukraine. Minister of Foreign Affairs of Ukraine Pavlo Klimkin also attended the meeting.

Valery Patskan noted that today the biggest challenge for Ukraine and all Ukrainians is, of course, the military conflict in the East of Ukriane and the illegal annexation of the Crimea.

He also noted that today, unfortunately, there are no methodologies for calculating losses and damage as a result of military conflicts.

“And we believe that the time has come for the Member States of the International Organization of Supreme Audit Institutions (INTOSAI) to take stock of the current situation and respond accordingly to the challenges they face. Thus, the Accounting Chamber proposes to INTOSAI at the next congress of this organization, which will take place in Moscow in September 2019, to create an INTOSAI Task Force for the audit of assessment of losses and damage and the use of funds to elimination of the consequences of military conflicts, Valery Patskan said. − We should help governments to assess the financial and economic losses, the losses incurred and the amount of money needed to overcome the consequences”.

The Chairman of the Accounting Chamber noted that the Special Group should develop unified international standards for carrying out two measures by the highest audit bodies. The first is the audit of the assessment of losses and losses due to military actions. The second is on the effectiveness of the use of funds directed at priority measures to eliminate the consequences of military intervention.

"We strive to help our governments not only to calculate all losses and dammage, but also to receive a reasonable compensation in the future. The results of audits of SAI should be joined to lawsuits in international courts,  said Valery Pakzan.  In addition, we want to help every citizen who has suffered from military conflicts, receive just compensation and proper assistance. We need to analyze the effectiveness of government action to overcome the consequences of military conflicts."

The activity of the Accounting Chamber is out of politics. However, we are the Ukrainian state authority, our auditors are conscious citizens of Ukraine. Therefore, we cannot stand aside with the challenges that have our country fallen to today. As part of our constitutional mandate, we want to contribute to a fair and effective calculation of losses, and to the most effective and speed-wise overcoming of the consequences of the military conflict. Therefore, we are requesting you, highly respective Ambassadors, to inform about our initiative the heads of the Supreme Audit Institutions of your countries to support it at the INTOSAI congress in September this year, and vote for the establishment of a special Task Force" Valery Pakzan addressed to the participants of the meeting.
