The Accounting Chamber Approved 6 (six) Reports on the Results of Audits and the Conclusion on the Implementation of the State Budget of Ukraine in the First Quarter

The Accounting Chamber held a scheduled meeting chaired by the Acting Chairman of the Accounting Chamber Andrii Maisner, during which 6 (six) Reports on the Results of Control Measures and the Conclusion on the Results of the Analysis of the Implementation of the State Budget of Ukraine for 2023 in the first quarter were approved.

The Accounting Chamber approved the Performance Audit Methodology and the Compliance Audit Methodology as well. The documents are based on international requirements, in particular, the principles of the International Organization of Supreme Audit Institutions (INTOSAI) and the International Standards of Supreme Audit Institutions (ISSAI). The Methodologies contain the updated requirements for auditing, the implementation of which will increase the confidence level results in the control measures.

In addition, the Accounting Chamber made a decision to apply the INTOSAI system of professional documents (INTOSAI Framework of Professional Pronouncements (IFPP)) in the institution's activities.

"This is an important decision that sends the right signal to the entire international audit community and all stakeholders as the Accounting Chamber is moving with the times, applies the international standards and principles in its activities, responding to the new challenges," said Andrii Maisner.

The meeting considered and approved the following reports:

− on the results of the performance audit of the use of budget funds aimed at implementing measures for the rehabilitation and re-adaptation of the affected participants in the Revolution of Dignity, the anti-terrorist operation and repulsion of armed aggression against Ukraine. Responsible for auditing: Acting Chairman of the Accounting Chamber Andrii Maisner;

− on the results of the performance audit of the state bodies’ exercise of powers to manage state – owned property in terms of determining the damage and losses caused to Ukraine as a result of the armed aggression of the russian federation. Responsible for auditing: Member of the Accounting Chamber Ihor Iaremchuk;

− on the results of the performance audit of measures aimed at achieving Goal 6 "Ensure accessibility and sustainable management of water resources and sanitation" of the Sustainable Development Goals of Ukraine for the period up to 2030. Responsible for auditing: Member of the Accounting Chamber Viktor Bohun;

− on the results of the Financial Audit of the State Inspectorate for Energy Supervision of Ukraine for 2022. Responsible for auditing: Member of the Accounting Chamber Ihor Iaremchuk;

− on the results of the activities analysis of the Deposit Guarantee Fund Individuals in 2016-2019 on the use of funds issues and the transferred property. Responsible for auditing: Member of the Accounting Chamber Tsezar Ohon;

− on the results of the performance audit of the use of the state budget funds allocated to the National Agency on Corruption Prevention for management and administration in the field of corruption prevention and for financing the statutory activities of political parties. Responsible for auditing: Member of the Accounting Chamber Andriy Didyk.

The meeting of the Accounting Chamber was attended by Oleksandr Porkhun, Hero of Ukraine, the First Deputy Minister for Veterans Affairs, Borys Volchykhin, State Secretary of the Ministry for Veterans Affairs, Mykola Kolisnyk, Deputy Minister of Energy, Ivan Turchak, State Secretary of the Ministry of Digital Transformation, Ruslan Slobodyan, Head of the State Energy Supervision Inspectorate, Svitlana Rekrut, Managing Director of the Deposit Guarantee Fund, representatives of the Ministry of Finance, the Ministry of Defense and the National Agency on Corruption Prevention (NACP).

The approved Reports will be sent shortly to the Verkhovna Rada, the Cabinet of Ministers, the National Security and Defense Council, the Ministry of Finance, the Ministry for Veterans Affairs, the Ministry of Energy, the Ministry of Defense, the Ministry of Digital Transformation, the Ministry of Environment, the Ministry of Infrastructure, the Ministry of Reintegration, the NACP, the State Energy Supervision Inspectorate, the Deposit Guarantee Fund, and published on the Accounting Chamber's website.
