Strengthening international cooperation between supreme audit institutions will contribute to countries’ ability to effectively address the challenges facing countries in managing public finances. This was discussed during the meeting of the First Deputy Chairperson of the Verkhovna Rada Ruslan Stefanchuk and the Chairperson of the Verkhovna Rada Committee on Budget Yurii Aristov with the Chairman of the Accounting Chamber Valeriy Patskan and the President of the Supreme Audit office of the Czech Republic Miloslav Kala, who is currently on a visit to Kyiv.
The Chairman of the Accounting Chamber Valeriy Patskan informed about the agreements reached between the SAIs of Ukraine and the Czech Republic. In particular, it is about conducting a parallel international audit to ensure the rights of migrant workers, as well as other audits, exchange of methods and data, and so on. In addition, he announced the initiative of the Accounting Chamber to hold an international conference EUROSAI-ARABOSAI in Kyiv in 2021 and the readiness of Czech colleagues to support us in this.
In turn, the First Deputy Chairperson of the Verkhovna Rada Ruslan Stefanchuk noted that the management of budget funds both at the level of parliamentary control and at the level of audit bodies, in particular, the Accounting Chamber of Ukraine is quite effective. This is especially true of the budget process, as the Accounting Chamber carries out an expert assessment of the draft State Budget. The Chairperson of the Verkhovna Rada Committee on Budget Yurii Aristov also positively assessed the role of the Accounting Chamber in the budget process.
The First Deputy Chairperson of the Verkhovna Rada also noted the importance of holding the EUROSAI Congress in Prague in May-June next year, where extremely important issues related to the activities of supreme audit institutions will be discussed. He expressed confidence that the Congress will develop methods and solutions that will be useful both for our countries and for all EUROSAI members. Ruslan Stefanchuk also addressed the issue of the predicted financial crisis in the world. At the same time, he believes that this can open new opportunities for countries.
Ruslan Stefanchuk assured that all useful developments recognized at the general European level as a marker of quality will be adequately implemented in domestic legislation. “It is extremely important for us to maintain a high level of quality of the supreme audit institutions, to adhere to approaches that will meet European standards and values, and to form common effective methods”, the politician stressed.
In turn, Miloslav Kala noted that his visit to Ukraine coincided with the visit of the Prime Minister of the Czech Republic. And this is a significant impetus for cooperation between the two countries at all levels and the implementation of agreements. He also stressed the need to strengthen international cooperation of supreme audit institutions, exchange experiences, methods and databases in order to actively combat the negative financial phenomena that may befall each country. Miloslav Kala praised the work of the Accounting Chamber and assured of the full support of EUROSAI.
