The work of the Group of Auditors of the Accounting Chamber on the Danube Transnational Program in Ukraine contributed to the creation in 2020 of a national management system under the Program. This allows Ukrainian beneficiaries - project partners – to receive funding under the Program.
This is stated in the report on the work in 2020 of the Group of Auditors under the Danube Transnational Program. Head of the group of auditors for the Program – Member of the Accounting Chamber Viktor Bohun.
In 2020, the auditors assessed the effectiveness of the internal management and control system and the implementation of the Program. In particular, the issues of the checklist were considered, which includes 147 issues related to the establishment and operation of the first level control system in Ukraine.
The auditors paid special attention to the need to implement procedures in the control body to verify the costs claimed for reimbursement, as well as the implementation of effective measures to combat fraud.
Risks were also identified that made it difficult to assess the state of creation of the national first-level control system in the first half of 2020. They were related to the reform of the State Audit Service. However, by the end of the year the situation had improved and today the State Audit Service of Ukraine is a national control body of the first level of the Program and is able to effectively perform all the duties and tasks delegated to it.
Therefore, the Group of Auditors fully ensured the implementation of tasks in 2020. In addition, the measures taken by the Accounting Chamber prevented the suspension of the Program implementation on the territory of Ukraine.

The Danube Transnational Program is a defined-purpose financial instrument aimed at supporting the integration of policies in the Danube Region in line with European standards related to the EU Strategy for the Danube Region. This Program in Ukraine is implemented in four oblasts (Chernivtsi, Ivano-Frankivsk, Zakarpattia and Odesa).
The total estimated amount of the Program is almost 275 million euros. The maximum amount of the EU contribution to the Program in favor of the Government of Ukraine is set at 5 million euros. The Agreement on the financing of the Program defined the Directorate General for the Audit of the Use of European Financial Funds (Hungary) as an Audit Body. The Accounting Chamber is designated as a body responsible for conducting the audit.
