On 8 October, the first round of bilateral meetings between Ukraine and the European Commission took place in Brussels (the Kingdom of Belgium) within the framework of the official screening of the compliance of Ukrainian legislation with the EU law under the negotiated Chapter 32 “Financial Control”, which is part of the negotiation process on the accession of Ukraine to the EU.
On behalf of the Accounting Chamber in Brussels, Kyrylo Klymenko, Member of the Accounting Chamber, is participating in the negotiations. He made a presentation on the compliance of the external audit in Ukraine with European and international standards. The legal framework of the Accounting Chamber does not require the adaptation of specific norms to the EU acquis, but the activities of the institution must comply with the international INTOSAI standards.
In his presentation, Kyrylo Klymenko outlined the general principles underlying the activities of the Accounting Chamber, described the progress of the institution in the development of external audit, cooperation with the Verkhovna Rada of Ukraine, outlined the steps taken by the Accounting Chamber to ensure compliance with EU requirements, international standards and best practices, and elaborated on the innovations of the draft law 10044-d, which provides for amendments to the legislation “On the Accounting Chamber”, bringing its work in line with INTOSAI standards.
Overall, on 8 October, the screening session addressed issues related to macroeconomic stability, the functioning of commodity markets, the financial market, the labour market, education and innovation, physical capital and infrastructure quality, the sectoral and corporate structure of the Ukrainian economy, economic integration with the EU and price competitiveness, as well as the fight against corruption. Ukraine is represented at the bilateral meetings by representatives of the Government, the Verkhovna Rada and other institutions.
On 9 October, the second round of bilateral meetings will take place to discuss public administration reform.
The screening is the first stage of the negotiation process on the accession of Ukraine to the EU. Based on the results of the screening, a report will be prepared on the compliance of Ukrainian legislation with EU law and the key changes that Ukraine needs to make to its legal regulation for further European integration.
